Hauptaufgaben As an HR Specialist working in a Service Center, the incumbent utilizes an expert level of knowledge and skill in applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems which range from recurring through complex and unprecedented. Utilizes a wide range of HR practices, laws, regulations, policies, and precedents sufficient to: provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices; use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions; use non-standard operating practices or highly modified HR work procedures for delivering effective HR services to Army and non-Army customers; and provide written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of CHRA findings and recommendations. STAFFING/RECRUITMENT AND PLACEMENT Provides staffing advisory services based on the serviced Command's local, regional, or national staffing priorities and takes proactive measures to anticipate the Director's/Commanders' needs by pre-positioning work products (vacancy announcements, skills assessments, etc) in expectation of new projects and programs. Advises management on recruitment strategies, sources, and special programs, recruitment, etc. Provides guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria. Assists in developing short and long range staffing plans to meet forecasted mission requirements, human capital losses, and changes in critical competencies. Reviews past recruitment practices and local labor market conditions to advise on future staffing strategies. Advises management on a wide range of staffing issues such as workforce shaping/reduction-in-force, special placement programs, recruitment methods, and special pay incentives. Processes and/or instructs CHRA-serviced customers on preparation and submission of personnel actions. Writes vacancy announcements, and produces referral lists. Screens requests for personnel action and related documents for completeness and accuracy, obtaining additional information as necessary. Ensures priority consideration programs are appropriately utilized. Verifies employment eligibility, qualifications, salary determinations and sets pay. Answers employment inquiries. Incumbent is expected to manage and maintain full visibility over all RPAs from cradle to grave, and provide advise/assistance in all stages of the recruitment process. CLASSIFICATION Provides position management and classification support to assigned organizations under various personnel systems. Provides technical advice to managers in exercising their delegated classification authority. Applies a thorough understanding of classification principles, and concepts to interpret and adapt classification standards/guides to secure sound classification on positions. Advises managers on the position classification process, the use of various classification references and automated tools. Assists with planning and implementing reorganizations. Make determinations in the proper crediting of factor levels and ultimate allocation of grade levels to positions; communicate grade distinctions to management with supporting criteria and justification; provide recommendations to management on organizational design with emphasis on career development principles and practices; and relate position classification to the management process and other HR programs. Determines the correct classification by comparison to existing standards related to the work, and prepares necessary evaluation statements. Explains the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and operating officials or managers. Advises on compensation management strategies and programs. Provides advice and assistance on classification appeal procedures. Coordinates with management and ensures that new classification standards are applied within established timelines. Conducts research and provides advisory opinions. Acts on a variety of classification programs including Fair Labor Standards Act (FLSA), Environmental Differential Pay (EDP), Hazard Pay, Locality Wage Survey, draft classification standards, competitive level descriptions and various DA/MACOM initiatives. Provides advice and assistance on automated personnel programs such as FASCLASS, COREDOC and DCPDS. Inputs and retrieves data from DCPDS, assures accuracy of organization and position data, an initiates corrective action when necessary.
