Job Description Summary As the Procurement Category Lead u2013 External Manufacturing, you will lead the strategic sourcing and procurement activities for external manufacturing (CMO) services within the GE Healthcare Pharmaceutical Diagnostics across the globe. This role is responsible for developing and implementing procurement strategies, managing supplier relationships, and ensuring the efficient and cost-effective procurement of contract manufacturing services to support the company's global operations. You'll have knowledge of best practices and how own area integrates with others; as well as aware of the competition and the factors that differentiate them in the market Job Description Responsibilities Have full accountability for global annual spend within the global category and lead the development and delivery of effective category strategies which drive transformational cost reduction at pace whilst balancing supply resilience. Market Analysis: Be accountable for delivery of robust market intelligence assessment and act as the expert for category within GEHC. Conduct market research and analysis to stay informed about industry trends, market conditions, and emerging technologies. Use this information to inform procurement strategies and decision-making. Ensure that all vendor and commercial information is accurate and always maintained. Cross-Functional Collaboration: Work closely with internal stakeholders at all levels, including R&D, Quality, Regulatory, and Supply Chain teams, to ensure alignment and support for procurement strategies. Facilitate effective communication and collaboration across departments. Drive a culture of collaboration and engagement across the global organization. Work with other teams to share best practice across categories and business units. Support Site teams to resolve recurring deviations involving the category or the supply base under the accountability of the role. Build close partnerships and alignment across the PDx business where the materials/services in scope of the role are consumed. Identify and challenge constructively business requirements with the support from the relevant Site teams. Engage with stakeholders across the E2E supply chain u2013 working collaboratively with all Supply Chain stakeholders across the business to drive strategies across the materials/services within scope of the role. Collaborate closely with procurement colleagues whilst acting as the lead negotiator and focal point for contracting u2013 coordinating and aligning all activities within the category (e.g., supplier development / procurement engineering / dissemination of market knowledge). Supplier Management: Identify, evaluate, and manage relationships with contract manufacturing organizations (CMOs) and contract development and manufacturing organizations (CDMOs). Negotiate contracts, manage performance, and drive continuous improvement initiatives whilst establishing effective governance, working process and performance management. Lead, manage and develop a global supply base that deliver business requirements across assurance of supply, quality, regulatory compliance, service, cost and innovation, for the categories in scope. Strategic Sourcing: Develop and implement global procurement strategies for contract manufacturing services, ensuring alignment with business objectives and regulatory requirements. Be accountable for developing and communicating procurement world class strategies for External Manufacturing, supporting the delivery of global qualitative and quantitative targets. Support the delivery of the financial plan in category team. Cost Management: Optimize procurement costs through effective negotiation, cost analysis, and strategic sourcing initiatives. Identify and implement cost-saving opportunities while maintaining quality and compliance standards. Contract Management: Oversee the negotiation, drafting, and management of contracts with CMOs and CDMOs. Develop appropriate contracting frameworks to commercially capture the outputs and manage all ongoing performance against live agreements. Ensure compliance with legal and regulatory requirements and manage contract lifecycle activities. Performance Metrics: Develop and track key performance indicators (KPIs) to measure the effectiveness of procurement strategies and supplier performance. Report on procurement activities and outcomes to senior management. Ensure full compliance with any applicable Standard Operating Procedures. Ensure that ESG is an important consideration and priority within all activities and actively look for opportunities to influence within the category strategies e.g., maximize opportunities for circular reuse in all aspects of the categories. Required Qualifications Bachelor's degree from an accredited university or college (or a high school diploma / GED with at least 6 years of experience in Job Family Group(s)/Function(s)). Technical Knowledge: In-depth understanding of pharmaceutical manufacturing processes, regulatory requirements, and quality standards. Experience at a global level of defining and delivering effective category strategies which achieved significant cost transformations whilst balancing supplier resilience. Extensive experience of managing global strategic sourcing activities, developing appropriate contracting frameworks, and managing the ongoing performance within the category Project Management: Ability to lead and manage complex projects, ensuring timely delivery and adherence to budget and quality standards. Strong analytical, and presentation skills. Data Analysis: Proficiency in data analysis and interpretation to drive informed decision-making and strategy development. Negotiation: Experience in planning and leading complex and detailed global negotiations that have delivered significant outcomes. Risk Assessment: Expertise in identifying and mitigating risks associated with external manufacturing and supply chain operations. Supplier Relationship Management: Strong skills in managing and developing supplier relationships to ensure high performance and continuous improvement. Regulatory Compliance: Knowledge of global regulatory requirements and standards related to pharmaceutical manufacturing and procurement.
