Hauptaufgaben Serves as a Business Operations Specialist in the Directorate of Business, with responsibility for performing a variety of technical work involved in the study, analysis, evaluation, development or improvement of managerial policies, practices, methods and procedures, and providing related management advice to the Theater Logistics Support Center Europe program managers and subordinate units. In addition, serves as special project specialist independently resolving complex and unique problems in any functional area of the industrial-based activities requiring specialized knowledge and skill in social sciences together with the principle and methods of engineering and cost analysis. Participates in the development of the business plan, strategy, and long-range program goals of the organization. Performs research and analysis of current business practices and trends in order to identify areas of potential application to the military logistics mission and to ensure they support the organization's vision and priorities. Assists in the development of plans to organize maintenance, supply, distribution, and transportation production activities into measurable work and cost centers in accordance with best business practices and identifies modem commercial industry metrics and standards for use in managerial decision-making. Participates in the assessment of business practices, processes, procedures and organizational structures found in comparable U.S. and host nation military/commercial enterprises for adoption into the Theater Logistics Support Center Europe. Participates in the development of study formats and plans used in the execution of efficiency studies of missions, organization, structure, resource requirements, functional integration, workflow, plant/office layout, and staffing and equipment requirements. Independently reviews, develops, implements and monitors requirement packages for equipment modernization and investments. Prepares Cost Benefit Analysis, justifications, and approval documentation. Independently researches, develops and compiles acquisition packages prior to processing through appropriate approval echelons up to contract award. Interfaces with contracting agencies, contractors and higher level staffs on issues related to contract actions, contract management, and standards Plans, develops, directs and coordinates the resolution of problems through creatively adapting modern complex engineering and management techniques. Subjects include industrial-based activities including organization analysis, resource planning, long-range planning, process and methods improvement cost accounting, development of reporting system and appropriate control standards. Reviews and evaluates project proposals and suggestions submitted by TLSC-E organizations and recommends appropriate action. Projects require initiative, ingenuity and judgment co-adapt new techniques without benefit of precedents or guidelines. May be expected to advise during pilot projects, which will eventually affect subordinate facilities. - Advises on such matters as establishing organizational patterns, system and procedures, effective utilization of plant and equipment, establishing work controls, establishing cost and budgetary controls and measuring the overall effectiveness of the organization, methods, systems and procedures. Problems worked on are significant, far-reaching management considerations, which require technical decisions at a variance with guides and influencing future effectiveness. - Advises organizational elements of the TLSC-E and works through them to gather background facts and data in discussion of significant controversial issues involved in the particular project or study. Reconciles conflicting viewpoints by recourse to underlying principles exercising ingenuity and inventiveness in such a manner as to inspire respect for, and confidence in, the final decision, which is often of a precedent establishing nature. Contacts are with personnel of other organizations while working on pilot projects and other projects having command implications. - Independently reviews,develops, implements and monitors requirement packages for equipment modernization and investments.
