Hauptaufgaben
Works under general administrative supervision of the Chief Business Operation and Integration Division. The incumbent carries out his duties independently IAW published guidelines, special instructions, and general practices of the directorate. Work is evaluated in terms of effectiveness of service and accomplishment of mission goals.
Serves as Chief, Contract Support Branch, directing, managing and supervising the operation of the branch through the work of six employees in the grades of C6a and C6. Plans work schedules and sequence of operations; prepares personnel requests for vacancies; selects employees; approves/disapproves leave; takes disciplinary action; formulates training plans; sets performance standards and rates subordinates' performance; makes recommendations for appointment, promotion or reassignment involving positions; provides work assignments to subordinates; gives full consideration to personnel management programs, such as EEO, incentive awards and suggestion programs; resolves complaints and assures continuity of operation.
Plans, manages and supervises the operation of the Contract Support Branch (including administration of the base maintenance contract with an approx. value of €47-51 million annually and the Consolidated Facilities Operation and Maintenance (O&M) Services to include general buildings and structures work, grounds maintenance and snow and ice removal services for Germersheim Army Depot, AAFES Depot Gruenstadt and Coleman Work Site in Mannheim with approx. value of €12.6 million). Coordinates with IMCOM Directorate Europe on the implementation and administration of IMCOM-wide engineer contracts and standard performance work statements (PWS), Statements of Work, Statements of Need, and Performance Plans (PPs). Plans, manages, and supervises the administration of service contracts and other Heating Oil Delivery Contract with an annual value of approx. €12 million.
Provides guidance to the USAG Rheinland-Pfalz Directorate of Public Works (DPW) in the preparation of performance work statements for recurring and non-recurring non-personal service contracts. Develops Performance Work Statements, Statements of Need, Statements of Work for annual non-personal service requirements in excess of $ 25,000.00 annually IAW AFI 63-124, Army and Air Force regulations and guidance. Reviews and approves PWS, PPs, and acquisition packages prior to submission for procurement action. Evaluates contract monitoring procedures for adequacy and compatibility with contract specifications. Evaluates procedures for conducting warranty and guarantee inspections of ongoing and completed contracts. Evaluates procedures for conducting technical inspections of equipment, such as cranes and hoists, heating equipment, air conditioning equipment etc. which will be accomplished by branch personnel. Reviews and approves work/technical work description and compatibility with existing procurement regulations and makes recommendations for improvement.
Advises the DPW on new trends, procedures, regulations and directives that have an impact on policies and operations related to (1) new directives for contracting facility engineering service functions, (2) guidance and methods to improve the performance of service contract specifications, (3) latest developments in the preparations of service contract specifications, and (4) methods to improve technical inspections and quality assurance of contracts (boiler, firing, grounds maintenance, base operations, maintenance and repair of intrusion detection systems, fire alarm systems, military real estate maintenance etc.). Provides contract management expertise and advice to improve contract management support program. Collects and reviews data on partial and total contracts, inter-service support agreements, Army, Army contracts and host nation country policy governing BASOPS maintenance contracts, facility engineering services, host nation country and local government contract policies. Prepares studies and provides contract management expertise to evaluate which type of contract or method of accomplishing facility engineer work is best suited for a particular function. Is responsible for planning, managing and supervising the entire USAG Rheinland-Pfalz oil, gas, and solid fuel delivery program to ensure uninterrupted heating support for the Kaiserslautern Military Community, Miesau Ammunition Depot, Pirmasens Community and the Landstuhl Hospital Area. Negotiates with city, county, and contractor officials. Represents the USAG Rheinland-Pfalz DPW at all meetings with local and/or Army Contracting officials. Plans and conducts pre-proposal and pre-performance conferences and participates in meetings pertaining to unsatisfactory contractor performance.
Performs other duties as assigned.

C-7a:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.
E&T Level III: 4 years of experience as defined in B below PLUS 1 year as defined in C below.
E&T Level IV: 3 years of experience as defined in B below PLUS 1 year as defined in C below.
E&T Level V: 2 years of experience as defined in B below PLUS 1 year as defined in C below.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
Experience C: Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled. The experience must demonstrate thorough knowledge, sound judgment, personal initiative, and the ability to make sound decisions.
• German driver's license class B desired
• Office Automation skills required
LANGUAGE PROFICIENCY LEVEL:
