Hauptaufgaben Serves as the 2d TSB point of contact to the District Works Council (DWC) and Local Works Council (LWC) and Severely Handicapped Employee's Representative (SHE Rep) for matters pertaining to Local National (LN) work force. Maintains currency on District and Local Works Council level matters and appeals. Facilitates appropriate communications and consultations with works councils. Provides information of works council interest, as appropriate and solicits information relevant to the LN employment program. Provides their supervisor and the Commander with assessments of current works council activities. Generally, attends Works council meetings, though may be required to represent the Commander/Deputy at meeting with Civilian Human Resources Agency (CHRA), Equal Opportunity Office (EEO), employees and union officials and their representatives as a technical advisor. Formulates and presents a comprehensive and legally supportable position requiring consideration and synthesis of a variety of related and unrelated legal, regulatory, and tariff agreement provisions; functional and operational necessities; command needs and priorities; information/cooperation requirements; and employees' employment history and related matters. Advises their supervisor, the Commander/Deputy and/or their official representative in dealings with the DWC/LWC on matters pertaining to the Collective Tariff Agreement (CTA II); Advises management regarding the propriety of proposed actions with relation to German labor law, represents/assists management with alternative proposals to difficult employee problems to ensure timely and adequate solutions. Maintains knowledge of and implements directives and guidance of higher authority pertaining to the local national work force; applicable HN labor laws; and coordination requirements with works councils and severely handicapped employee representatives as prescribed in the German "Personnel Representation Law" (GPRL) and the German Social Security Code IX/Severely Disabled Persons Act (Schwerbehindertengesetz). Consults with managers and operating officials to obtain all pertinent details on labor court suits initiated by local national employees under jurisdiction; reviews court decisions and renders advice regarding acceptable compromises, or the desirability of appealing unfavorable decisions rendered at local and/or land labor court levels, considering such factors and costs, alignment, number or positions affected, precedent setting nature of issue, etc. Advises on all matters pertaining to employment conditions of the local national work force. Analyzes causes for potential US and LN HR policy issues and develops revisions to improve the management of the Command's host nation civilian workforce. Serves as an advisor on LN civilian personnel programs with particular focus on LN Labor Relations. The program includes all aspects of LN employment systems. Advises on potential impact and precedent setting implications command-wide of pending disputes before third party authorities and resolution of unfair labor practice charges and complaints. Preserves thorough knowledge of changes affecting labor relations, to propose possible alternatives and to forecast required adjustment in workforce and resources. Conducts studies to develop responses to management on new requirements in program operations, and/or HN labor legislation. The unique situations and requirements of LN civilian Department of the Army employees, along with the difficulties and complexities of the local national employment program, are characterized by a myriad of requirements requiring thorough knowledge of difficult host nation labor laws. Work is further complicated, by the necessity to coordinate and work jointly with the other US components as well as the major labor unions, and designated representative for labor relations in meetings with management, Civilian Human Resources Agency (CHRA), Equal Opportunity Office (EEO), employees and union officials and their representatives. Based upon the requisite thorough and specialized knowledge of the position, the incumbent is responsible for providing technical guidance and consultative advice. This includes responsibility for making recommendations and coordinating with others having program supervision over matters affecting local national civilian personnel. In this capacity, conveys the philosophies, guidance, and policy of the Command as communicated by the Commander. In such contacts, incumbent has authority to present, in final form, the strategic goals, policies, and programs of the Commander. As a technical expert, provides staff level advisory services to all levels on specific command-wide issues that impact HN Labor Relations (LR) programs. Provides interpretation and instructions on laws, regulations, policies and procedures, and develops guidance on appropriate course of action to high-level managers and action officers. Analyzes and evaluates program execution. Provides solutions to complex and unique problems with command-wide impact dealing with a variety of labor and employee relations issues. Under tight time constraints, the incumbent prepares responses to sensitive correspondence and union inquiries, by obtaining information from the various sources. Evaluates, conducts, or participates in staff studies on programs to determine trends, problems, and corrective actions. Determines areas of procedural and regulatory deficiencies and provides recommendations to correct or improve personnel practices. Works with various strategic planning committees and groups to analyze and obtain viewpoints on complex issues of considerable importance, often requiring negotiation and compromise tactics to develop suitable alternatives. Works with various personnel offices servicing Command organizations. Responds to inquiries on Human Resources Labor issues. Performs other duties as assigned.
