Hauptaufgaben
POSITION DUTIES:
Functions as the principal operational expert in all aspects of supply related logistical/financial management and technical support to include: requisitioning, receipt, storage, inventory, warehousing, follow-up, repair, delivery and turn-in of non-expendable medical and non-medical items, and MTOE/CTA/TDA class I, II, III, IV, VII, VIII and IX supplies. Procures special purpose laboratory equipment of highly technical medical nature, which sometimes require special protection in shipment and storage. Items requiring special handling include, but are not limited to, operating room instruments, sterilization materials, immunizations and vaccines, laboratory testing equipment, reagents and controls, x-ray film, fixer and developer, critical medical equipment, educational materials, hazardous cleaning supplies, and office materials.
Purchases supplies through the Defense Medical Logistics Standard Support (DMLSS) computer system. Independently submits and monitors requisition actions, and distributes items received. Examines items received, notes overages, shortages and any damages incurred in shipping, expiration dates, and prepares detailed reports as required. In coordination with local procurement, contacts vendor to initiate return of damaged items and request replacement. Incomplete shipments or missing shipping documents require the incumbent to display personal initiative in conducting appropriate researches of electronic document registers, purchase requests and commitments (PR&C), vendor/source, and the DMLSS computer system to identify the correct customer, determine if the shipment is a partial one, or was a misrouted shipment. Regularly balances the DMLSS system to reflect current status of requests versus items received. Ensures confirmation of completeness and receipt of order is obtained from the customer. Clears systems when items delivered. Upon receipt of a partial shipment, documents delivery status and informs customer.
Stores items in accordance with any individual requirements such as refrigeration, freezing, or storage at room temperature. This includes inspection, storage, and proper handling of medical gases. Stores and inventories controlled medical items/controlled substances/precious metals. Ensures accuracy and update of scheduled inventories, and takes corrective actions. Prioritizes items due-out to their final destination. Responsible for storage areas to replenish supplies in a timely manner when quantity appears low. Reviews requisitions and revises quantities ordered based on the number of items on hand. Based on well-founded knowledge of medical supply items, orders substitutes when requested items are not available; ensures prior agreement of supervisory/medical personnel. Is responsible for answering inquiries regarding the status of requisitions, delivery of materiel, due-in timelines, potential delivery problems, to customers, storage depots and other organizations. Answers inquiries orally or in writing. Applies knowledge of requisitioning and stock control procedures and regulations to check appropriate computer listings, item histories, procurement documents, shipment invoices or other available records or files. Maintains current knowledge of supply sources and new types of supplies and equipment available. Operates and maintains the DMLSS system. Prepares and submits all special and recurring reports.
Prepares, submits, monitors, and administers the Command Operating Budget for supplies/equipment, and the Self Service Supply Center funds. Using an automated system, charges delivered items to the customer's account. Balances unsettled accounts. Tracks current fund status, anticipates problems, and initiates appropriate action such as preparing requests with justifications for additional funds. Incumbent may be appointed by Resource Management to oversee critical financial fund situations and to request additional funds within required timeframes. Provides required input for annual supply budget forecast.
Performs other duties as assigned.

C-5:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 year of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.
E&T Level III and above: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled.

LANGUAGE PROFICIENCY LEVEL:
English AND German Language Proficiency Level B2 required.

* Experience with the use of common software and computer systems, carrying out routine office work (=Office Automation) is required.

This is a permanent full-time position (38.5 hrs./week).

THIS CONCERNS ALL EXTERNAL APPLICANTS:
* Generally, you must have been a resident in Germany for at least 12 months. Non-U.S. citizen family members and German citizens are exempt from this requirement.
* Your permanent residence must be within Germany.
* Police Good Conduct Certificate (Polizeiliches Führungszeugnis): On initial appointment, or re-appointment after a break in service, candidates who have been selected for a position must present a police good-conduct certificate prior to appointment to the position. The applicant must obtain the certificate from the local resident registration office. The cost for the certificate is not reimbursable. Non-U.S. citizen family members, except German citizens are exempt from this requirement.
* Upon appointment with the U.S. Forces it is required to present two valid Picture IDs to get access to the Computer Systems. Recognized documents are only: Personal ID Personalausweis (Personalausweis), Personal Travel ID (Reisepass) and the EU Driver's License (plastic card format). We recommend ensuring at the time of application that at least two of these documents are available or requested.
* Foreign National Screening (Sicherheitsüberprüfung): In accordance with U.S. Army Europe Regulation 604-1, within three days after appointment, a background check will be initiated to determine suitability for continued employment with the U. S. Forces in Germany. If results are unacceptable, employment will be terminated during the probationary period, or any time thereafter, if the background checks reveal that the employee constitutes a security risk.
