Job Purpose
Establish and deploy Global standards and guidelines, monitor adherence and set-up required processes to ensure full compliance for DGFF in the area of Export Control (Denied Party Screening and Embargo/Sanction regulations) as well as handling of military and dual-use items.
Provide input to and lead implementation of DHL Group’s Trade Law program to enforce DHL policies and procedures that comply with all applicable laws and regulations in line with business needs, internal and external compliance standards, regulatory framework and current legislation.
Responsible scope: DHL Global Forwarding, DHL Freight, Hillebrand Gori and newly added military business.
Responsibilities
* Provide input to develop Export Control strategy, frameworks and standards taking into account current/future business plans, exposure, risks, applicable laws and regulations as well as geopolitical developments.
* Assure Export Control strategy and processes are aligned with legal requirements, risk-based and consider customer as well as business operations.
* Develop and implement programs, processes, controls (ICS) and tools to enhance compliance with DHL protocols and standards and with all applicable laws and regulations.
* Establish, distribute and implement Guidelines and written procedures aligned with DGFF’s operational processes.
* Define appropriate performance indicators to evaluate efficiency and oversee the running of control systems to prevent or deal with violations of legal guidelines and internal policies.
* Interact with customers to assure proper documentation, contracting and licensing processes.
* Present DGFF’s Export Control program to customers and respond to relevant questions.
* Solve issues with customers, authorities and/or other business partners in the area of Export Control.
* Set up a global export control framework aligned with various DGFF internal and cross-BU stakeholders.
* Set up a global framework including necessary processes to assure proper handling of controlled items such as military and dual-use goods.
* Enforce processes and procedures against operational resistance.
* Identify and agree with DECO the Export Control related needs and risks globally.
* Set up and coordinate an Export Control Compliance Management System and organization to meet these needs.
* Align with all stakeholders (e.g. AFR/OFR, Finance, Sales & Marketing, HR, Procurement, Legal, Compliance team) to define processes and procedures to ensure full compliance with Export Control and Sanctions Regulations, handling requirements of military items and dual-use goods and internal Export Control policies and guidelines.
* Influence regional and country developments and ensure compliance in a matrix structure with direct and functional reporting lines.
* Manage, guide, coordinate/align Export Control Representatives globally.
* Provide necessary advice, training and guidance in the area of Export Control globally.
* Establish and direct a team of specialists in GSC including assuring proper resource allocation.
* Allocate and delegate workload according to business needs and skill sets to assure proper and timely handling of requests from the Export Control Request Digital Tool.
* Serve as key contact/escalation point for global DGFF colleagues as well as internal audit, corporate & divisional export control teams.
* Set up necessary processes to screen all relevant business partners, verify denied party screening matches, escalate and assure proper and timely reaction.
* Install due diligence and approval process for goods destined to embargoed/sanctioned countries (including use of customer indemnity letters and proper reaction).
* Lead IT projects to assure efficiencies via digital tools and system-based controls.
Education Level
* Master degree in Master of Laws (L.L.M) or Master in International Trade or similar work experience.
