Hauptaufgaben The position is a Management Analyst in the USAG Rheinland-Pfalz Resource Management Office, Manpower and Agreements Branch. The Branch is responsible for managing, monitoring, coordinating, and providing regulatory guidance on all equipment and manpower requirements and authorization documentation; civilian manpower execution tracking; organizational structure, and the agreements support. Analyzes and reviews manpower and equipment requirements and authorizations and forecasts resource requirements. Using Microsoft Excel and other software, develops Working Tables of Distribution and Analysis (TDA) and audit trails to provide feedback to Garrison management. Develops distribution plans for the allocation or reallocation of manpower authorizations and documents for Force Management System-Web (FMSWeb). Evaluates requested changes to organizational structure for compliance with the Standard Garrison Organization and local command position. Prepares TDAs using Resource Management OnLine (RMOnLine). Provides advice and assistance to operating managers concerning special problems or procedures to accomplish the manager's requested action. Provides technical advice and support to managers on the development of the TDA and other organizational staffing plans to include interpretation of manpower and equipment documentation policies and regulations to ensure compliance with instructions, directives, and requirements of higher level authorities. Presents briefings and conducts or attends meetings with the Directors to help formulate improvement plans and strategies to gain requirements and authorizations in support of existing and changing missions. Reviews and comments on management plans and proposals. Tracks authorized and assigned workforce on a manning document and keeps management informed of workforce authorization issues. Analyzes Program Budget Guidance (PBG) and IMCOM Manpower Guidance actions affecting all programs within the Garrison; develops and maintains an audit trail of resource requirements/allocations increases/decrements received in the PBG. Prepares recommendations with justification for distribution of manpower when higher headquarters guidance is not specific. Serves as liaison and coordinates the Garrison's personnel actions with the organization and the servicing Civilian Personnel Advisory Center (CPAC). Develops plans and policies to achieve the maximum efficiency level of processing personnel actions. Provides guidance and assistance on preparation of personnel documents. Reviews and analyzes IMCOM and Garrison's personnel policies, and hiring practices. Processes and monitors all AutoNOA tickets and Requests for Personnel Action (RPA's) for the Garrison. Ensures completeness, accuracy, and attachment of appropriate documents. Coordinates budget/cost information with Budget & Accounting Branch. Reviews and validates data on tickets and RPAs. Monitors RPA processing status and advises Program Directors on status of personnel actions. Creates and pulls reports from BOBI and batch reports from DCPDS and integrates into the manning documents. Maintains and updates RM-Online. Uses the Modern Defense Civilian Personnel Data System (DCPDS) to manage personnel actions and monitor civilian employees' strength data. Maintains civilian manning documents for Garrison activities. Documents TDAs to reflect manpower changes IAW RPA's. Incumbent also maintains the GFEBS Human Resources Mini Master using data from DCPS, DCPDS and locally maintained and databases to adjust mismatches and correct cost accounts Serves as the Garrison TDA Equipment Manager. In the absence of the Installation Agreements Manager (IAM), or as required by surges in that position's workload, also serves and supports the Garrison Agreements function: Works closely with the Program Budget Office developing/finalizing Funding Annexes as an integral part of the GS7600 Installation Support Agreement ready for Budget Officers and Agreements Officer's review, approval and signature. As required coordinates with Common Level Service Provider to ensure most current data elements and costs are used when developing the Funding Annex. Issues fund requests to customers and keeps Budget Officer, Agreements Specialist and RMO informed of pending actions. Maintains an AGATRS account for ACSAs. Maintains awareness of approved agreements and those in draft, their revalidation and review status and informs IAM and management of any actions due. Also serves as a back up for the Agreements Manager and senior manpower analysts in the initiation, conducting, and finalizing the annual Risk Management and Internal Controls (RMIC) program.
