Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.
Hauptaufgaben
Serves as senior library technician in a main library. May serve as employee in charge in the absence of librarian, directing the work of one or two lower graded employees. The library maintains a varied collection of printed material, compact disk read only memory (CD-ROM) software, and audio visual materials encompassing the various reading levels, interests, and cultural backgrounds of personnel served; mission related technical publications, if required; and materials required for education support and career advancement. Materials are utilized by professional, technical, and administrative personnel, as well as the general public with the general public the preponderant user.
Acts as technician within the main library. Assists customers in identifying and locating information or materials through the use of the card or automated card catalog, indexes, encyclopedias, and other standard reference sources. Answers ready reference questions by telephone or in person from standard reference sources. Explains library rules and regulations to customers and instructs them in use of library materials and equipment. Performs bibliographic searches on the basis of often incomplete, inaccurate, vague or illegible information which may require the use of library indexes, card or automated catalogs, publishers' catalogs, National Union Catalog, Books in Print, and other bibliographic aids. Performs all tasks to carry out interlibrary borrowing. Informs librarian on observed trends and changes in clientele requests and reader usage.
Directs the operation of circulation desk procedures independently. Trains lower graded employees and volunteers in circulation desk duties and other library routines. Prepares bibliographic and other information and/or materials to publicize library holdings and/or services. Drafts publicity material for use in local and command publications; arrange displays, exhibits, and posters in the library; participates in library programming activities. Conducts programs for children and adults and orientation tours.
Performs clerical duties involving maintenance of transaction records and statistics reflecting various activities pertinent to the library's mission. Maintains files. Prepares monthly reports as required by library system. Supervises maintenance of subscription services. Prepares routine correspondence. 15%
Performs other duties as assigned.

C-5:
E&T Level I: 2 years of general PLUS 1 year of job related experience as defined below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation, must have 2 years of creditable experience that included simple clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
E&T Level II: 1 year of general PLUS 1 year of job related experience as defined below.
E&T Level IIIA: The completed apprenticeship must have been in either the Multi-Media Information occupation (Medieninformatik) or in a commercial business or administrative occupation, e.g., Industriekaufmann/frau Kaufmann/frau im Gross- und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien, Banken, or similar occupation; no additional experience required.
E&T Level III B, C, IV A, D, and V: no additional experience required.
E&T Level IV B and C: not creditable for positions in this occupational series.
General experience: Experience that includes simple clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events, or as a cashier, etc.
Job Related Experience: Experience that provided knowledge of a wide variety of interrelated steps and procedures to order and process different types of library materials. The experience must have provided knowledge of library operating policies, ready reference sources and user-access equipment such as automated serials check-in, or locating requested material for other librarians.
Internal placements: As an exception current employees in the same or similar occupational series who have served one year in their current position, are qualified for the next higher grade level.
• Office Automation skills required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency Level AND German Language Proficiency Level C1 required.
