This position is located at the Child Development and School Age Center, Ansbach Germany.

Duties
* Performs duties under the general direction of the CYS Coordinator, who outlines program objectives and is available for discussion of complicated and unprecedented matters.
* Serves as a member of the Installation Child and Youth Evaluation Team to ensure compliance with health, fire, safety, facility and program regulatory requirements and CYS baseline standards.
* Develops program budget and provides to CYS Coordinator for CYS budget. Manages program to budget. Conducts written analyses of budget variances.
* Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation.
* Works cooperatively with other CYS Managers to ensure seamless service and continuity of quality options for all children and youth. Serves as member of the CYS Program Plan Team to develop written strategies for program improvement.
Requirements
* Must be 18 years of age or older at time of appointment or placement into the position.
* Proof of education is required at the time of application.
* Meet qualification/eligibility/background requirements for this position.

* Travel to on and off post locations required.
* A valid passport is required for travel within the United States and to overseas locations.
* Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Child Care Tier 1 background investigation.
* Must have current health assessment, which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy including annual influenza vaccinations.
* Satisfactory performance, successful completion of training requirements and demonstrated on the job competency is required.
Qualifications
BASIC REQUIREMENTS:
Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position consistent with:
For positions in Child Development Facilities:
The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science.
OR
A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above.
In addition to the basic requirements stated above candidate must possess the following:
1. 24 months of professional experience in managing a child or youth facility is required. This experience must be equivalent in difficulty and complexity to the next lower level to include the following:
2. Demonstrated experience in managing an entire cycle of operation of a CYS facility to include budgeting, facility management, supply management, program development, implementation, selection, training and supervision of personnel and curriculum oversight.
3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
4. Comprehensive oral and communications skills and analytical writing skills.
5. Ability to present ideas and proposals to a variety of audiences.
Highly Preferred Criteria:
In addition to the above, highly preferred candidates will possess ALL of the following:
1. 24 months of professional experience in managing a child or youth facility is required. This experience must be equivalent in difficulty and complexity to the next lower level to include the following: - Supervisory capacity for two (2) years and demonstrated experience in managing an entire cycle of operation of a Child Development and School Age facility to include budgeting, facility management, supply management, program development, implementation, selection, training and supervision of personnel and curriculum oversight.
2. Demonstrated experience with Child Development and School Age Accreditations.
3. Demonstrated Experience working with CYMS (Child and Youth Management Systems).
4. Knowledge of NAEYC and COA accreditation criteria and processes, Boys & Girls Club of America (BGCA), 4-H Programs, and skills and knowledge to implement the Department of Defense (DoD) certification standards.
