Hauptaufgaben Serves as Senior Budget Analyst for the USAG Wiesbaden reports and control branch in the USAG Wiesbaden DRM. Serves as a principal advisor to the USAG Wiesbaden DRM and functional area managers concerning USAG Wiesbaden programming and budgeting matters. Represents the USAG Wiesbaden Director of Resource Management at meetings, staff call, conferences, and other related functions. Regularly meets with the USAG Wiesbaden DRM to discuss financial management issues. Serves as primary point of contact (POC) for USAG Wiesbaden related financial management issues. Resolves questions and conflicts of a procedural and technical nature. Certifies funds for the USAG Wiesbaden allocated funds. Keeps the USAG Wiesbaden Director of Resource Management and the Budget Officer informed of key issues within the Garrison. Researches and analyzes more difficult budgetary or management related issues and recommends solutions to these problems. Is responsible for the accomplishment of program planning, execution, justification and analysis of the USAG Wiesbaden multimillion dollar annual budget program. Responsibility includes the total budget programs for Operation and Maintenance Army (OMA), Army Family Housing (AFH), Office of Secretary of Defense funds (OSD), and Other Procurement Army (OPA) / Base Commercial Equipment (BCE). Areas require different program knowledge and budgeting techniques and thorough coordination due to extensive and complex and financial relationship with other IMCOM programs. Is responsible for coordinating the development and submitting the Garrison portion of the Command Budget Estimate (CBE) and execution status including Mid Year Review (MYR) to USAG Wiesbaden DRM Staff and Budget Officer. Reviews Budget submissions and analyzes data for validity of assumptions, consistency of estimates and costs. Responsible for preparations and coordination of the USAG Wiesbaden Integrated Priority List (IPL). Interprets directives and regulations pertaining to budget and funding. Provides advice and assistance to USAG Wiesbaden DRM and his staff on new or changed policies and procedures. Coordinates and establishes the Garrison Unfinanced Requirements list (UFR) for submission within the entire USAG Wiesbaden UFR list to IMCOM Region. Validates and presents submission to DRM. Coordinates with the USAG Wiesbaden Program Directors to establish an Obligation Plan (OP), to monitor the monthly execution. Assures obligations of funds are in line with the goals and mission of the commander and are in consonance with the USAG Wiesbaden/IMCOM Region and HQ IMCOM guidance and regulations. Analyzes the Resource Guidance (RG) which provides annual funding program, allocations, floors, ceilings and other limitations. Monitors the Garrison's program execution on a monthly basis, comparing obligations to projections for the current month and total annual funding program. Monitors closely the daily execution of current and prior year. Assures that all commitments and obligations are posted to the General Fund Enterprise Business System (GFEBS). This includes all necessary corrections and adjustments required. Reviews the NSFOP on regular basis and assures that all obligations are valid and adjustments / corrections were made to match disbursements. Constantly, reviews the outstanding commitments and checks with EDA/RCO on the status. Reviews cost center and internal orders files to add, revise, or delete as needed. Responsible for the Garrison reimbursement program from order received to earnings and assures that Account Receivable report is correct and all orders were received and earnings were made. Also, accomplishes all aspects of prior year execution to include Non-Stock Scrub and validation of requirements. Provides the Garrison commander and staff with the monthly status of fund report in order to review and discuss fund availability against future requirements. Maintains close liaison, to include staff visits with all Garrison program directors to provide advice and guidance on funding activities, to determine the effectiveness of the accounting and reporting systems in use and to resolve problems pertaining to budget and program management. Insures availability to updated funding information and procedures. Performs special staff studies and reviews as directed or on own initiative to gain an accurate assessment or use of allotted funds and effectiveness of input feeder data received. Prepares statistical data and narrative analysis for Quarterly Review and Analysis (R&A), and special briefings for visitors and conferences. Serves as the Garrison Point of Contact (POC) for the Installation Status Report (ISR) programs. Coordinates with the Garrison program directors to establish the year-end Subject to Availability of Funds list (SAF). As the senior budget analyst for the USAG Wiesbaden Reports and Control Branch, distributes funds for USAG Wiesbaden Programs. Monitors distributed funds and makes day-to-day adjustments IAW Command priorities. Trains junior budget analysts/incoming new employees and prepares performance statements, develops training needs, and reports any shortcomings to appropriate functional supervisor. May resolve minor personnel problems at the informal level with employees. Ensures availability and adequacy of forms, supplies, and facilities. Develops and modifies procedures for the service center operations to promote efficiency and effectiveness. Provides on-the-job training for junior budget analysts or newly arrived budget analysts. Performs other duties as assigned.
