What is the opportunity?
Fixed-term Contractor (FTC) AML Manager for 6 months.
You will assist the RBC EG MLRO, senior management and businesses in embedding AML Compliance and AML compliance management in the culture of relevant RBC businesses and operations.
You will align AML regulatory priorities with the Business and RBC, create and maintain an effective relationship with regulators and external auditors to enable reputation and regulatory issues to be appropriately managed, establish and maintain a strong, effective control environment and identify and communicate financial crime risks inherent in the business to senior management and the business.
What will you do?
* Assisting the appointed Money Laundering Reporting Officer (MLRO) for RBC Capital Markets (Europe) GmbH in the oversight of the AML framework for all branches of RBC EG
* Testing the AML Transaction Monitoring alerts
* Timely investigation of client and payment sanctions screening alert escalations / name and country screening alerts
* Under the direction of the Head of AML Germany - drafting and submission of Suspicious Transaction and Order Reports (STORs) to relevant authorities, where required
* Under the direction of the Head of AML Germany - drafting and submission of Suspicious Activity Reports (SARs) to relevant authorities, where required
* Implementation and regular review of AML, CTF, Sanctions and ABAC related policies ensuring compliance with the German Anti-Financial Crimes requirements
* Assisting in the completion of the annual risk analysis which comprises all risks related to money laundering, terrorist financing and other criminal actions
* In conjunction with the business groups establish and maintain a framework to ensure that all new products and services are subjected to an initial AML, ATF, Sanctions and ABAC risk assessment prior to implementation
* Assist in the completion and submission of MLRO monthly report and other regulatory reporting on AML, CTF and ABAC within the appropriate business groups identifying and escalating gaps and weaknesses within the control framework and development of action plans to remediate, where appropriate
* Create slides /deliver AML training to the business; identify and remedy training gaps, where appropriate
* Completion of the annual statutory external AML audit and other AML audits, including subsequent remediation of the identified audit findings
* Management of AML regulatory, Internal Audit and AML Compliance Testing issues
* Conduct additional local testing activities
* Act as primary liaison and coordination with key RBC stakeholders and escalate to senior management issues of Legal, Regulatory or Reputational Significance
* Oversight of the financial crime compliance framework in place for the relevant legal entities, including oversight of high-risk clients
* Engage with Global Economic Sanctions (GES) and ABAC on concerns relating to sanctions or bribery & corruption, where applicable.
What do you need to succeed?
Must-have
* AML Compliance experience within a financial institution or equivalent institution, or with a regulator and/or comparable environment is preferable
* Comfortable in multilingual and multicultural environment (preferable excellent German and English oral and written communication skills)
* Wholesale/capital markets businesses knowledge in order to provide AML compliance support to the RBC EG and Branches operations
* Strong grasp of banking and AML laws, regulations, directives and expectations, preferable with detailed understanding of the application and impact of the Wertpapierhandelsgesetz (WpHG), Wertpapierinstitutsgesetz (WpIG), Geldwäschegesetz (GWG), BaFin’s AML Guidance (BaFin AuA AT), relevant EBA Guidelines such as EBA on the role of AML/CFT compliance officers (EBA/ GL/ 2022/ 05)
* Ensure adherence to local and enterprise Outsourcing (Third Party and Intra-group) standards, policies, and procedures to comply with local regulatory expectations for Outsourcing services, described in AT 9 of the MaRisk, EBA-Guidelines on Outsourcing, GwG, Sec. 40 WpIG, WpHG and BAIT
* Willingness to accept accountability and demonstrate initiative. Ability to conduct duties expediently, aptitude for accuracy, attention to detail, and hands-on approach. Ability to maintain confidentiality of sensitive information
* Good computer literacy, knowledge of Word, Excel, Access and Outlook essential.
