Hauptaufgaben Serves as Traffic Management Specialist within the Transportation Operations Branch, Support Operations, 21st Theater Sustainment Command, performs a wide range of duties involving transportation/traffic management in support of container management missions covering pre-deployment, deployment (Assure, Deter, and Reinforce), left-behind equipment, sustainment, redeployment, recapitalization, reset, excess-equipment recovery, CL V movements and retrograde operations for the EUCOM/AFRICOM AOR. The container management and pro-grade/retrograde for Ammunition Vessels and container operations ISO Ukraine and U.S. Forces under Assure, Deter, and Reinforce has an increased scope and complexity. Is responsible to manage container and platform assets with appropriate entities such as Army Intermodal Distribution Platform Management Office (AIDPMO) and DoD Accountable Activities. Ensures containers under 21st TSC and subordinate unit accounts are examined for serviceability in accordance with Defense Transportation Regulation (DTR). Ensures maintenance and repair is performed. Implements and administers procedures and applicable regulations that ensure success in obtaining efficient and economical movement of intermodal equipment through the DTS using multiple modes of transportation in the EUCOM/AFRICOM AOR. Provides containers and distribution platform management oversight and makes recommendations regarding the container and platform management program. Evaluates and provides input to SDDC on the Joint Container Management (JCM) system in an effort to reduce costs, provide greater visibility, address capability gaps and improve accountability of container management. Ensures JCM is being used across the EUCOM/AFRICOM AOR by personnel involved in the container and platform management program. Evaluates and provides input to SDDC on the Army Container Asset Management Systems (ACAMS), the official repository of all DoD ISO containers. Uses ACAMS to maintain inventory control and conduct maintenance management for Army-owned and Army-leased container assets in the EUCOM/AFRICOM AOR. Is involved with management in the promulgation of policy, direction, guidance, and implementation of container and platform management programs and procedures within the EUCOM/AFRICOM AOR. Provides input to management for the establishment of container and platform business practices that produce metrics to enable inventory, reconciliation and accurate data in information systems. Issues technical advice, information and guidance on control, use, reporting requirements and maintenance of containers and platforms. Provides container and platform management training requirements to EUCOM/AFRICOM units in accordance with the Defense Transportation Regulation and 49 Code of Federal Regulations (CFR). Responsible for statistical and administrative tracking of all containers and distribution platforms in the EUCOM/AFRICOM AOR to include shipments destined for Ukraine under Ukraine Security Initiative (USAI) or Presidential Drawdown Authorization (PDA). Maintains data integrity regarding container and platform management. Reconciles periodic physical distribution platform inventories and ensures data errors are corrected in the system of record. Maintains comprehensive inventory of containers and platforms moving through the EUCOM/AFRICOM AOR to include empty containers. Maintains a current list of Container Control Officers (CCOs) appointed by installation, base, activity and agency commanders handling containers and platforms within the EUCOM/AFRICOM AOR. Monitors container and platform service throughout EUCOM/AFRICOM AOR using movement reports and/or systems. Develops and maintains standardized reports for providing information and performance metrics to all units, organizations, departments, agencies and activities. Supports management in the reporting and management of DoD owned and leased containers utilized by the US Government for the movement of unit equipment and sustainment supplies, including CL V in the EUCOM/AFRICOM AOR. Conducts analysis of favorable/unfavorable trends and provides policy and operational recommendations regarding container and platform service. Maintains liaison and participates in briefings, meetings, telecons, etc. involving container management and transportation requirements. Assists in establishment and implementation procedures for return of empty containers and reallocation of empty distribution platforms for intra-theater retrograde support. Coordinates with necessary personnel for container lease or purchase contracts for DoD shippers. Submits performance work statement (PWS) language to the Surface Deployment & Distribution Command for input on SDDC's FAR based contracts that involve container management.
