Hauptaufgaben
Serves as a construction representative at USAG Rheinland-Pfalz Directorate of Public Works, responsible for maintaining surveillance over all types of construction projects assuring that contracted work is performed to the government's satisfaction. These projects may be multidiscipline and include but are not limited to construction, rehabilitation or renovation of ammunition storage facilities, administrative buildings, laboratories, infrastructure utilities and distribution systems, roads, parking facilities, heating ventilation and air conditioning (HVAC) systems, etc. These projects may be routine or complex in nature involving one or more work sites. Utilizes a practical knowledge of engineering disciplines, methods and techniques, construction practices, materials, cost and equipment and ability to read and interpret engineering and architectural plans and specifications. Also exhibits an acquired knowledge of contract administration and termination procedures in performing the following duties:
Serves as the Contracting Officer's Representative performing surveillance to assure that contractor is conducting quality control operations to produce work in conformance with plans and specifications. Reviews contractor quality control reports and test results for completeness and accuracy. Brings any deficiency to the attention of the contractor and works with contractor to ensure compliance. Recurring deficiencies in the contractor's quality control efforts are brought to the attention of the Contracting Officer, and documented for the record. Sees that inspection is continuous during the process of construction, that there is close scrutiny and measurement of workmanship or materials, based upon a thorough knowledge of contract specifications, and commonly accepted trade practices. Determines the degree of tolerance to be granted within the intent of plans and specifications. Advises on agency criteria and policy the intent of plans and specifications. Makes compromises within the intent of plans and specifications. Spot checks contractor operations for compliance with applicable labor laws and regulations. Inspects materials being used to insure compliance with plans and specifications as to grade, composition, dimensions, consistency, value or other characteristics. On those items requiring laboratory tests, secures required samples for such testing and reviews reports of results of test before permitting use of materials on the project. Oversees the taking of original, progress, and final field surveys. Selects locations for obtaining samples for materials testing; such as soils, rock, concrete, etc. Reviews and approves submittals which do not require specialized engineering knowledges and skills. Insures that the other submittals are approved in a timely manner by working with the assigned engineer. Maintains the COR files in accordance with applicable regulations.
Interprets the intent of plans and specifications, and renders decisions to the contractor on questions arising. Participates with the contractor and subcontractors in planning the satisfactory accomplishment of the projects, the review of contractors proposed progress charts, safety plans, the coordination of subcontractors activities, the scheduling of materials and equipment including those Government-furnished, and the submission of shop drawings, materials and certifications for testing and approval, in order to arrive at a satisfactory means of accomplishment consistent with contractual requirements. Coordinates modifications with the project manager maintaining close liaison with Using Agency, contractor and subcontractors to ensure changes or modifications are in keeping with the needs of the user.
Submits progress reports and maintains records of work accomplished. Confers with contractor equitably for the value of work in place. Maintains a set of drawings on which all variations are clearly marked to indicate "as built" conditions. Confers with contractor representatives on changes required by field conditions and determines extent and scope and need for modifications, adjusts quantities accordingly to ensure scope of work is satisfied.
Maintains a daily record on items of work inspected and work instructions, received or issued. Prepares a daily report of operations summarizing notes. Includes items such as any potential difficulties or delaying factors which have not been satisfactorily resolved at the work site, field conditions which may require a contract modification, reasons for rejecting materials or workmanship and weather conditions having an adverse effect on construction schedules.
Performs other duties as assigned.

C-7:
E&T Level I, II and III: not creditable for this occupational series
E&T Level IVB and IVC: A Meister Diploma or Staatlich gepruefter Techniker in a trades or crafts field directly related to the position; PLUS 3 years of job related experience as defined below.
E&T Level IV A and D: not creditable for positions in this occupational series. E&T Level V: Graduation from a University or equivalent, e.g., Fachhochschule, the Berufsakademie,or Technische Hochschule as Wirtschaftsingenieur, Ingenieur des Maschinenwesens, der Elekrotechnik oder des Bauwesens; PLUS 2 years of job related experience as defined below.
Job Related Experience: Experience must be directly related to the area of specialization of the position and must be at a level of difficulty that compares to the grade of the position. Advanced journeyman trades and crafts experience that provided intensive knowledge of engineering principles, techniques, methods and precedents is a prerequisite, e.g., experience as a technician, instructor, inspector, or mechanic that shows progression in theoretical and practical knowledge of the area of specialization of the position.
• Applicants must be in possession of German driver's license class B
• Office Automation skills required
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency Level B2 AND German Language Proficiency Level C1 required.
