Hauptaufgaben
Serves as German Attorney for the 7th Army Training Command, Staff Judge Advocate office. Provides legal advice to eligible clients under the provisions of AR 27-3 and AR 27-26. Upon request by the Legal Center Officer-in-Charge provides legal opinions and advice concerning German and international law.
Provides oral advice, opinions, and recommendations to military and civilian members of the U.S. forces and their family members on matters pertaining to, but not limited to, adoption, marriage, divorce, leases, sales contracts, labor and insurance law, automobile insurance, tort claims, tax, and other personal legal matters. Assists clients in obtaining German probate, certificates, or court orders in the area of youth and family protection. Develops, fosters and maintains close contacts with youth offices and other host nation agencies having concurrent or exclusive jurisdiction over U.S. citizens within the Federal Republic of Germany. On behalf of clients, effects out-of-court settlements of charges and/or claims with German prosecutors, police agencies, companies, and other German attorneys.
When specifically approved by the Staff Judge Advocate:
- assists members of the U.S. forces, both military and civilian, who are litigants in German courts with the preparation of complaints, petitions, motions, requests, briefs, responses, and other legal documents, pursuant to the laws of the jurisdiction involved;
- prepares or edits translations of a highly complex and technical nature, requiring advanced and specialized legal knowledge and expertise in the interpretation of U.S. and German legal terms and definitions, for example, in the formulation/translation of joint use agreements;
- represents the command on legal matters involving German law. Such matters may involve litigation in the courts or regulatory proceedings affecting the command or individual members of the command and include environmental issues, maneuver rights, tort incidents, labor disputes, and contract matters. In this connection coordinates with attorneys at USAREUR headquarters. Operates independently in negotiations and discussions with representatives of German courts, governmental agencies, and private citizens;
- serves as the representative of the command in determining the applicability of host nation law and international law to the command and its operations. Advises the command as to how its operations may be conducted to comply with host nation and international law. Identifies and recommends to the major command initiatives in relations with the host nation to facilitate mission accomplishment. Keeps abreast of pending and current changes in the statutes of the Federal Republic of Germany and its various states, and follows litigation in the German judicial system which may either be of interest to or impact upon the 7th Army Training Command. Analyzes existing and new regulatory requirements and procedural policies and renders advice, opinions, and recommendations regarding the relationship between U.S., German, and international law and the status of civilian and military members of the U.S. forces and their family members. Utilizes a variety of resource materials, including statutes, legal periodicals, and other reference materials located in various German public agencies, law libraries, and other host nation sources to secure information on the application or interpretation of statutes. Brings matters of immediate or potential importance to the attention of the appropriate members of the Office of the Staff Judge Advocate;
- researches and analyzes issues involving the 7th Army Training Command to identify the specific legal implications, to include any significant related issues, and renders legal opinions, advice, and recommendations. Develops opinions and prepares briefs on German regulatory and judicial procedures, international law, and the relationships between German and U.S. statutes, the NATO SOFA and other international agreements, protocols, and conventions. Opinions, advice, and recommendations formulated and rendered are varied in nature and complexity, require an extensive and comprehensive knowledge of applicable U.S., German, and international law, and may require formal preparation and submission to higher legal authorities. Provides memoranda, opinions, advice, and instructions in response to inquiries received from other staff offices of the command or subordinate elements. Advises other legal assistance officers and paralegal personnel in the headquarters and branch offices on cases involving German and international law. Coordinates, interprets, and participates in discussions and conferences with U.S. and German officials, and participates in related portions of the USAREUR- wide continuing legal education program. Prepares material for command publications on various legal assistance subjects, particularly those affected by German law. Advice as described above is provided on behalf to the command/community as contrasted to advice given directly to legal assistance clients.
Performs other duties as assigned.

E&T Levels I thru IV: Not creditable for positions in this occupational series.
E&T Level V: Applicants for positions in this series must be graduates of the German university with major study in German basic law (abgeschlossenes Jurastudium) and be in possession of the 1st and 2nd State Examination (1. und 2. Staatsexamen). Education completed in foreign law schools cannot be credited as the position requires expertise in German law.
