Hauptaufgaben
Serves as advisor to the Staff -Judge Advocate (SJA), 7ATC, and Chief, International Affairs (IA) of German viewpoint on relevant legal issues, related, culturally-based reactions, and protocol to resolve legal issues, some of which require sensitive handling to insure carrying out of US senate's intent in ratifying the NATO SOFA. Researches legal issues, develops recommendations and advises the SJA and Chief, IA on proposed solutions. Serves as Local and State Legal Liaison Authority representing the SJA as SJA's primary liaison with German public prosecutors, State ministries of justice, judges of the state court prison authorities, and private attorneys concerning matters of German criminal jurisdiction over US Forces and civilian component personnel, and family members. Establishes and maintains effective relationships. Authorized to negotiate for the SJA with local and state authorities for release of jurisdiction in criminal cases involving US military personnel. Acts as agent for the SJA in ensuring US personnel subject to German criminal jurisdiction are accorded their rights under the NATO SOFA during pretrial, in-court, and post-trial penal proceedings. Keeps abreast of developments in German politics and current events in order to best advise the SJA and Chief, IA. In the absence of the Chief, IA, assumes supervisory responsibility; handles inquiries and incidents without supervision, and makes decisions normally made by the Chief, IA. Provides technical advice to branch personnel. Coordinates proper operation of, and statistical reporting by, the Local Legal Liaison authorities in branch law centers. Advises personnel involved in the service of traffic tickets. Advises personnel regarding service of civil process in branch law centers. Explains meaning of German legal documents to include court documents and their consequences for the individual. Illustrates and evaluates alternatives, advantages and disadvantages. Prepares official correspondence with German authorities, including the State Ministry level, in German and English for the SJA and Chief, IA. Interprets informally between US and foreign authorities at legal conferences, court visits, visits to the State Ministry of Justice and other functions. Prepares SJA and other US attendees for these functions by providing background information on the function, German attendees' positions and relative status, etc. Ensures NATO SOFA safeguards are maintained by assisting Trial Observers at foreign court proceedings; explains court procedures, legal arguments, court rulings and judgements which pertain to the trial's fairness. Prepares the Trial Observer's Report to include statements of accused, summary of testimony, arguments and reasons underlying the judgement. Selects and translates applicable foreign statutes for enclosure with the report. After editing by the Trial Observer, prepares final report and forwards it to the Office of the Judge Advocate, USAREUR and Seventh Army, International Law Division. Performs legal research, requiring a general knowledge of US and German law, into German statutory law and court rulings for the use of the Chief, IA. Selects and translates applicable statutes. Analyzes and extracts relevant court decisions and legal treatises. Within guidelines established by the contracting officer, negotiates and prepares contracts with German attorneys representing US personnel before German tribunals. Maintains logs, files, and other official records of criminal cases, correspondence, translations and interpreting. Prepares the necessary vouchers for, and arranges the payment of attorneys' fees, court costs, witness fees, and health comfort funds for eligible personnel in German prisons. Serves as sworn interpreter of witness testimony at all levels of US courts-martial to include expert medical, psychiatric, scientific and technical testimony. Translates Judicial documents such as bills of indictment, decisions, judgements, and other legal documents; witness statements which may involve expert testimony, such as autopsies, ballistics analyses, fingerprinting, or other forensic reports; as well as engineering reports concerning vehicles and road construction, each of which requires exhaustive knowledge of a specialized vocabulary.
Performs other duties as assigned.

C-6a:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
E&T Level III: 3 years of creditable experience as defined in B below.
E&T Level IV: 2 years of creditable experience as defined in B below.
E&T Level V: 1 year of creditable experience as defined in B below.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
C-07:
