This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as the local coordinator and liaison source in the largest Garrison in Europe, USAG Rheinland-Pfalz with a total population of approximately 39,000. Approximately 400 law violations occur per month out of which 300 require actual liaison work. Maintains liaison with approx. 30 German law enforcement agencies within the USAG-RP area. Is responsible for the overall administration and personnel management of 12 LN employees assigned to the Provost Marshal office, including Vehicle Registration. Serves as primary point of contact between the Garrison Director of Emergency Services and German Federal/Land/City law enforcement agencies within the Garrison area. Maintains close contact with those agencies and their officials to develop, maintain and improve cooperation, coordination, relationship and exchange of information on law enforcement matters of mutual interest. Advises supervisor and military police personnel on proper protocol regarding meetings and public gatherings with host country officials and on local customs and peculiarities connected with a highly industrialized area, health resorts, and the border to the East. Makes arrangements for the Director of Emergency Services with appropriate law enforcement officials to coordinate and combine law enforcement, public safety, and security. Compiles, assembles and consolidates material required for meetings and discussions. Exchanges information to fully inform these officials on military requirements, goals, plans, problems and actions planned to achieve their understanding, cooperation and assistance. Answers questions, discusses problems connected with the stationing of a large number of troops, such as: traffic impact of military vehicles, behavior of soldiers/family members, violations, incidents, and obtains advice to eliminate the problems and to enhance the reputation of the Sending States Forces. Makes recommendations on how to deal with military personnel, how problems can be solved and what can be done to overcome unfavorable situations. Coordinates with local news media to mute sensationalism and to assure that reporters get the information provided by the Military Police. Screens local newspapers, evaluates articles reporting matters pertaining to law enforcement, discipline and safety where members of the US Forces are involved. Makes recommendations to supervisor on appropriate action to be taken. Reviews MP desk blotters and serious incident reports and informs supervisor on incidents which may cause unfavorable publicity and recommends countermeasures to eliminate the problem and to avoid repetition. Keeps informed on developments, changes or new German laws, regulations, and procedures of crime prevention affecting the US Forces. Serves as interpreter for the Director of Emergency Services and other militaries during official meetings with German law enforcement officials. Prepares correspondence to German agencies and translates police and legal material into final or required form. Prepares, analyzes and maintains statistical reports pertaining to discipline, law and order among US Forces personnel on the basis of data extracted and consolidated from records, reports and other sources of information. Briefs management on trends and findings. Regularly inspects maintenance of records and documents/forms to insure that records, reports and correspondence are correct and complete and are forwarded at due dates. Establishes internal procedures to increase effectiveness of operation and improve quality of services provided. Performs delegated personnel management tasks. Assigns work to meet workload requirements and to make most economical use of available manpower. Generates and oversees shift schedules for interpreters. Advises and assists in case of problems. Approves leave, initiates personnel action requests, interviews applicants referred from Civilian Human Resources Agency and selects best qualified to be appointed. Establishes performance standards, communicates performance expectations with staff, evaluates employees' work performance, and recommends awards for bonuses. Solves complaints, reports serious cases requiring disciplinary actions to supervisor. Performs other duties as assigned.
