Hauptaufgaben The primary purpose for this job is to plan, develop, administer, control, deploy, and maintain all automated supply systems (i.e., Global Combat Support System-Army (GCSS-A), etc.) within the Regional Supply Support Activity (RSSA) Kaiserslautern. Analyzes and evaluates the operation and performance of mission related automated supply systems in order to identify needs for system improvements in the input, output, flow, and uses of data generated by the automated systems used within the Supply Support Activities and storage activities. Utilizes a comprehensive knowledge of supply systems and procedures coupled with knowledge of computer hardware capabilities and software applications in order to coordinate the supply division automation initiative. Develops specifications and writes required justifications for the purchase of hardware for all elements of the Supply Division. - Provides technical advice, support, training and assistance to all users within the RSSA Kaiserslautern regarding capabilities, available data, recurring and non-recurring reports, and system reliability, etc. Analyzes data and advises the Accountable Officer and Chief, Direct Supply Support Division on systems improvement, developing trends, problems and the automation initiative within the division. Responsible for the execution of reports such as stock number analysis, document number analysis, GCSS-A document history review, ASL inventory value, ASL review board, recoverable management, stock status review, FEDLOG CD-ROM query, data input/output, edit master files, and local/special reports. - Responsible for performance of receipt, storage, issue, inventory control, and supply accountability functions. Directs, controls, advises and assists personnel in the use of GCSS Army, (FEDLOG), the creation of a CSS Availability Balance Files and Zero Balance Reports, creation of Demand History Reports, transfer of invalid Due-In records into the History File, determining the shortages against RO/ROP, on hand and due-in quantities, providing Unit of Issue (UI) Change Reports, etc. Instructs personnel on the use of the inquiry capability of the system to determine status of on hand stock balances, document number, stock locations, etc. Incumbent is responsible for overall data input/output operations and the performance of open requisition reconciliation with supporting Supply Support Activities. Conducts reliability audits of receiving and stock locations transactions processed through the computer system. Accomplishes error analysis and resolution through revision of existing procedures and training. - Investigates and resolves routine and non-routine, recurring and non-recurring discrepancies or problems related to receipt processing, material release, and GCSS-A computer operations, that may vary in difficulty from very simple to very complex. Reviews and researches receipt documents, automated system records, or other available records or file to determine cause of discrepancy or problem and possible solution. Initiates corrective adjustments for discrepancies found through inventory adjustment reports (IARs). Provides assistance to storage personnel or supported customers with difficult item identification problems by conducting or directing the conduct of extensive searches of supply catalogs, technical bulletins, technical manuals, manufacturer's catalogs, etc. Receives and responds to inquiries from customers concerning status of requisitions, release of material from stock, material turn-ins, turn-in procedures and policies and other questions from customers. - Develops, plans, coordinates, and executes inventory management functions of the RSSA Kaiserslautern, through the use of the GCSS-A computer system, which extends through all phases of the Supply Activity Europe & Africa's mission to include materiel receipt, issue, and storage. Initiates annual, cyclic, or special inventories. Monitors the performance of physical warehouse inventories and location surveys by spot-checking to ensure the correct type and quantities are being counted and correct locations are being surveyed. - Reviews, analyzes and interprets local and higher headquarters directives, regulations and procedures; assesses impact on current operations; keeps appropriate manager advised about the necessity of making changes and improvements to systems as required by higher authority. The assignments require the development, implementation, and revision of stock accounting procedures and methods to be applied in the receipt, identification, storage, issue, requisitioning and inventory control of repair parts and other materiel. Ensures subordinate personnel follow established procedures for processing requisitions from customers, net asset computation, ordering of replenishment stocks, requesting requisition cancellations, modifications, or follow-ups on supply transactions, inventory control, file building, file updating, and receipt processing. Provides support and guidance to subordinate users in all technical aspects, communication, utilization data, and data security and safekeeping. Maintains the system to ensure maximum efficiency of parts supply by ensuring appropriate stockage levels of supplies, taking into account varying delivery times and sources of supplies. Supervises a group of employees engaged in the maintaining of stock accounting records; the receipt and processing of customer requisitions for supply class 2 maintenance related items, class 3 package items, and class 9 repair parts; the processing of receipt documentation for stocked and non-stocked materiel; the release of materiel from stock; the requisitioning of replenishment stock; inventory control; and other supply transactions. In addition to planning regular work assignments, prepares plans to meet substantial changes in workload; justifies work priorities and deadlines. Develops and reports to higher management estimates of budget requirements. Assigns work to employees based on consideration of such factors as the difficulty and requirements of assignments; availability, capability, and special qualifications of employees; and workload. Develops and issues written instructions and standard operating procedures, and ensures compliance. Reviews work, and accepts or rejects products. Keeps employees informed on management goals and objectives, as well as changes in regulations, policies, and procedures governing the work. Prepares formal requests for personnel action to fill vacancies, detail, reassign, or promote employees. Makes selections of employees from lists of eligibles. Approves and disapproves leave. Receives and resolves first level grievances and complaints. Develops performance plans, and appraises performance. Counsel's employees regarding their progress in meeting performance requirements, or actions needed to meet standards. Initiates minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies employee training needs, locates sources, and initiates training requests. Performs other duties as assigned.
