Hauptaufgaben Receives direct vehicle support requests from footprint units and organizations of the Joint Multinational Readiness Center (JMRC) of the Seventh Army Training Command (7ATC). Receives general instructions from supervisor on work to be accomplished and initial instructions on changes in standard operating procedures. Supervisor is available for advice and assistance for new or revised procedures or special assignments. Employee is required to independently select, interpret and apply appropriate guidelines from multiple regulatory sources depending on the special requirements or situations involved for various missions. Employee provides guidance to and ensures correct procedures are used by other dispatcher personnel. Work is occasionally spot checked and reviewed for adequacy, accuracy and compliance with regulatory procedures. Establishes priorities and makes independent decisions for support or non-support of requests and advises requesting agencies of support capability decisions. Performs substantive administrative/clerical actions relative to Transportation Motor Pool (TMP) operations: Prioritizes and schedules Non-Tactical Vehicle (NTV) support, to include passenger/cargo vehicles, buses and special purpose vehicles for JMRC footprint. Makes support/non-support decisions based on mission criticality, resource availability, 7ATC common levels of support guidance and standard dispatch procedures. Analyzes conflicting requests for limited NTV resources. Makes support decisions, and accurately articulates non-support decisions verbally and in writing to appropriate military and civilian personnel in affected units and agencies. Responds to emergency or last-minute priority missions and quickly reprioritizes and re-assigns NTV resources to those missions in minimal time. Analyzes all submitted vehicle requests and determines the most appropriate type of vehicle to assign for the specific mission. Ensures the correct size of bus, truck, van or special vehicle is assigned that will most efficiently accomplish the required missions and validate that other dispatch personnel are in compliance. Works directly with Unit Transportation Coordinators (UTC) at the Brigade and Battalion levels to assist in planning NTV support for complex or long-term missions. Reviews submitted justifications from supported units for long term dispatch of NTVs. Makes recommendations directly to the JMRC Transportation Officer on what justifications should be approved or disapproved based on historical vehicle utilization data. Ensures units requesting vehicle support for out of country missions have submitted appropriate country clearances through their chain of command. Briefs customers on out of country laws and vehicle operating procedures and issues trip control and log numbers to travelers. Coordinates with UTC personnel when simultaneous trips to identical locations are planned by separate units. Coordinates combining trips when appropriate to maximize cost effective utilization of vehicles while meeting all customer service requirements. Tracks rider utilization on all established shuttle bus routes. Coordinates with TMP supervisor in establishing bus routes and bus stops according to valid ridership requirements. Works closely with Military Police and Emergency Operations Center in monitoring road conditions and implements changes to bus routes when required. Makes recommendations to the JMRC TMP supervisor on proposed permanent modifications of bus routes based on utilization data, customer feedback, unit deployment status and changes in available vehicle resources. Briefs drivers on approved route and time changes and manages the TMP lost and found program. Maintains an extensive database on all Interagency Fleet Management System (IFMS) leased vehicles And Army owned NTVs operating in the JMRC footprint. Exercises considerable skill in recording and analyzing vast amounts of continuously changing data. Accurately tracks individual vehicle utilization levels, defines vehicle types, units of assignment, acquisition control numbers, actual utilization rates versus regulatory utilization requirements and cost accounting information. Keeps all information current and generates multiple types of reports and decision-making data to branch and division management from this database to be used for critical budgeting and resource planning actions. Generates complex standard and non-standard reports for branch and division management offices with minimal advance notice. Investigates IFMS NTV traffic accidents involving TMP assigned drivers and/or other unit drivers, and prepares accident reports and, in case of injuries, prepares report of injury. Contact person(s) involved in accidents, witnesses and other personnel and agencies (military and German authorities) to collect data, facts and circumstances leading to the accident. In case of uncertainty, personally visits scene of accident to obtain information used for the preparation of accident reports. Assures that all back-up documents, i.e. trip tickets, operator's report, accident diagrams, etc., are accurate and complete and are not in conflict with military and German police reports. Prepares and types all accident reports in German and English and furnishes information to unit or activity safety offices. Maintains associated files and records. Maintains statistical records of accident-free mileage driven on each individual TMP driver, segregated by vehicle categories, to be used as basis for safe driving award nominations. Established and maintains mileage records separate for JMRC and for larger units and furnishes as feeder information for accident exposure reports to unit or activity safety officers. Maintains associated files and records. Collects and assembles documents such as trip tickets, dispatch certificates, driver's accident reports, ECOD's and associated material for initiation of claims action. Performs other duties as assigned.
