Hauptaufgaben
Serves as the Quality Assurance Specialist and designated Quality Assurance Management Representative for the Theater Logistics Support Center Europe & Africa (TLSC-E/A). The specialist is primarily involved with researching, monitoring and establishing quality management tools to control the handling of complex and different logistical support facilities and the TLSC-E/A Headquarters, and personal issues involved and the planning, monitoring, and controlling of continuous improvement for quality standards. The programs are evaluated for overall effectiveness, compliance with applicable policies, regulations and laws, economical utilization of personnel and tools, quality improvements, equipment, supplies, and a customer-oriented work environment.
Serves as the overall responsible Quality Management Representative under Quality Standard ISO 9000-2000 for the Theater Logistics Support Center Europe & Africa with advisory responsibility for all activities. Performs or oversees the planning for execution of the product assurance program (ISO 9000-2000) in assigned areas covering all mission elements of the organization. Independently establishes, develops, adapts and/or modifies materials to meet overall TLSC-E/A objectives for achieving command objectives in compliance with the ISO9000 program and other quality management systems. Compiles, analyzes and summarizes information relating to the designated maintenance program and personnel requirements. Considers applicable policies, regulations and procedures, and alternative methods to implement and monitor requirements. Identifies and analyzes relationships among the various programs, the organizational needs, objectives, costs and requirements and/or related information sources. The incumbent is expected to apply a high degree of own judgment to independently resolve conflicts and problems, to make decisions, and if necessary, recommend substitutions. Interacts with all levels of management, supervisors and employees in achieving organizational goals and objectives. Monitors, controls and provides advise to a workforce of hundreds and plus personnel in order to implement, keep and continuously improve quality management standards.
Assists and advises subordinate units' Directors, Managers and QMRs on quality management issues and coordinates required actions to implement, maintain and improve such areas. Participates in meetings and conferences with higher-level supervisors and subordinate facilities' QMRs to discuss and plan the establishment of the quality management program, improvement projects and with external stakeholders to discuss policy changes, development of quality assurance programs and industry standards.
Is responsible for the periodic (annual) ISO pre-inspection and main inspection and to establish work teams, e.g. Process Action or Quality Circles, to implement good relationship and work climate in conjunction with the continuing work improvement philosophy.
Is the Contract Officer Representative (COR) for TLSC-E/A's ISO contract, preparing the contract package, evaluating the offers and administering/maintaining the executing of the contract in cooperation with the Directorate of Business Operations.
Serves as the overall responsible representative for the TLSC-E/A Risk Management Internal Control (RMIC) Program and Organizational Inspection Program (OIP), overseeing, planning and executing the programs. Independently establishes, develops, adapts directives and guidelines for achieving the program and command objectives and preparing the documentation packages for Higher Headquarters.
Assists and advises subordinate units' Directors, Managers and QMRs on RMIC and OIP related questions/issues and coordinates required actions to implement, maintain and execute the program to comply with guidelines and directives given. Participates in meetings and conferences with higher-level command and subordinate facilities' point of contacts to discuss and plan the establishment of the Army Quality Management Programs and policy changes.
Initiates, performs and conducts announced and unannounced inspections and Staff Assistance Visits within TLSC-E/A headquarters sections and subordinate facilities to maintain highest level of efficiency, economy and compliance with appropriate quality management processes, regulations and policies.
Pursues planning efforts for the execution of the product assurance program in assigned areas covering all mission elements of the organization.
In collaboration with or subject to review by the supervisor, analyzes work processes, determines material requirements, and methods to be used; and plans or rearranges work processes considering state of the art techniques, trade(s) or other occupations involved, availability of manpower and equipment, deadlines.
Provides information and advice to higher-level supervisor and subordinate facilities' QMRs on such matters as ability to accomplish work assignments as scheduled, changes in production techniques and standards, re-arrangement of machinery, or other changes in facilities.
Provides technical consultation, advice and direction to contractor personnel, other Government agencies, support organizations, and foreign Government representatives on problems pertaining to quality. Takes part in conferences and meetings and leads or chairs groups in the resolution of problems.
Recommends and arranges training needs in order to improve quality management, for all levels of workforce and evaluates effectiveness.
Performs other duties as assigned.

C-6a:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
E&T Level III: 3 years of creditable experience as defined in B below.
E&T Level IV: 2 years of creditable experience as defined in B below.
E&T Level V: 1 year of creditable experience as defined in B below.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
C-7:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.
E&T Level III: 4 years of creditable experience as defined in B below.
E&T Level IV: 3 years of creditable experience as defined in B below.
E&T Level V: 2 years of creditable experience as defined in B below.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Applicants must be in possession of a German driver's license class B.
• Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 AND German Language Proficiency level C1 required.

This is a permanent fulltime position (38.5 hrs./week).
Position may be filled at the C-6a or at the full performance level, C-07. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
• The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel) within Germany.
• Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
• If requirement exists, the incumbent of this position is obligated to perform shift work, weekend and holiday work.
