“Continental Energy Programme in Africa” (CEPA) Technical Assistance project

Overall Objective
The overall objective of this contract is to deliver high-level technical assistance and policy advice at the country, regional and continental levels through expert missions that will be mobilised at short notice to support committed countries and partners to reach the objectives for the development and implementation of 3 Pan-African energy programmes: AfSEM, CMP and AfEES. It will support AU institutions and AU MS to improve their policy and regulatory conditions, aiming at providing attractive and enabling conditions for the uptake of such continental frameworks while attracting public and private investment in energy access, renewable energy as well and energy efficiency, taking into account climate change, gender and health impacts.
The specific Objectives of this proposed action are as follows:
The African Single Electricity Market (AfSEM) is enabled The Continental (Power System) Master Plan (CMP) is operationalised The Africa Energy Efficiency Strategy (AfEES) is developed and implemented Institutional support is coherent
The intended start date is 1 December 2024, and the contract's implementation will take 48 months .
The Continental (Power System) Master Plan (CMP). The line activity on the Continental (Power System) Master Plan (CMP), which has already been under development since 2019 per the CMP Modelling and Implementation Timeline, will aim at providing the blueprint for the creation of a continental electricity market and the selection of priority energy projects for PIDA PAP 2. Currently, there is an urgent need to support AUDA-NEPAD in achieving the mandate given by the AU STC TTIET on delivering on the part related to CMP in the areas of (a) Demand Forecasting, (b) Long Term Energy Planning and (c) Network Studies.
Estimated input: 440 working person-days in total.
Qualifications and skills
1. Master’s degree in economics, regulation, law, business administration, political science, public administration, engineering or equivalent, or a relevant, directly related discipline; In its absence, this degree can be replaced by a Bachelor’s degree (or equivalent diploma) plus equivalent relevant professional experience (a minimum of 2 years, in addition to the required "general professional experience", can be considered as "equivalent");
2. At least level C1 in English;
3. At least level C1 in French.
General professional experience
At least 12 years of relevant professional experience in project or programme management conducting the following tasks:
4. Refine the CMP planning methodologies;
5. Support Power Pools in updating their Regional Master Plans;
6. Align the CMP-PIDA PAP processes at the PIDA PAP II mid-term review;
7. Update and maintain the CMP Mwanga database; and
8. Update the CMP for the 2026-2050 time horizon (starting from 2025 baseline information).
9. Capacitate AUDA-NEPAD and Power Pools to accelerate the implementation of the CMP roadmap (including a one-stop shop);
10. Develop a pipeline of bankable projects and facilitate project preparation funding, project financing, innovative funding models, etc.;
11. Develop systematically an annual CMP Investment Prospectus aimed at tracking the maturity and investment opportunities of the individual CMP projects highlighted and
12. Support the development of the Electricity Trading Financial Markets (in coordination with AUC(-DIE) on AfSEM).
13. Organise trainings;
14. Implement communication and dissemination activities and
15. Organise consultation and validation activities.
Specific professional experience
16. At least 7 years of experience related to the policy and regulatory framework of the energy sector (e.g. electricity codes, tariff policies, renewable energy and/or energy efficiency regulation and support schemes, electricity planning and masterplans, unbundling processes, support to regulatory authorities, mini-grid or independent production regulation, energy access masterplans, energy statistics, energy markets), some of which must be in Africa;
17. Working experience in a national and/or regional regulatory authority, in an energy Ministry and/or in the commercial/legal part of a utility is an asset;
18. Experience in technical assistance related to sustainable energy for international organisations and/or International Finance Institutions (IFIs) and/or sustainable energy agencies is an asset;
19. Experience in managing technical assistance teams is an asset;
20. Experience in power systems' planning (e.g. drafting electricity master plans, design and operation of power plants, management of intermittent power) is an asset;
21. Experience in the EU policy and/or acquis communautaire in the field of energy is an asset;
22. Previous experience with EU-funded projects or for another donor organisations is an asset.
23. Experience working with or in relation to the Continental (Power System) Master Plan (CMP) is a strong asset.

Alternatively, and subject to further discussion, the position could also be staffed in Brussels or in one of the African Union member states.
The position is suited to a part-time time position (50%).
The intended start date is December 2024, and the period of implementation of the contract will be 48 months from this date.
