Your role
As a Market Infrastructure Project Management Specialist you will primarily contribute to the activities of two T2S evolution workstreams:
1. T2S recovery – an initiative that aims to enhance T2S resilience in the event of major losses of data; and
2. T+1 settlement cycles (i.e. trade date +1 business day securities settlement cycle, hereinafter T+1) – an initiative that aims to identify and implement T2S enhancements to contribute to shortening the settlement cycle of securities transactions across the EU.
In this role, you will:
3. contribute to managing the T2S recovery-related documentation, such as user requirements and functional specifications and detailed recovery storyline;
4. manage the T2S recovery-related change requests throughout their lifecycle, for example, by organising the review of change requests, consolidating and addressing feedback, preparing the allocation of change requests to a release, preparing documentation and delivering presentations for the relevant T2S technical groups (e.g. Change Review Group, Project Managers Group);
5. contribute to other T2S recovery-related tasks and deliverables such as planning T2S recovery activities, defining the testing strategy, monitoring the readiness of T2S users to launch testing, addressing the recommendations of the TARGET Services Internal Controller and reporting to T2S governance substructures;
6. prepare the regular and ad hoc meetings and teleconferences of the relevant substructures of T2S governance in the area of T+1, as well as providing the relevant background documentation giving presentations;
7. support the analysis and contribution to the T2S Operator in the context of the relevant substructures of EU T+1 governance such as the EU T+1 Industry Committee and Technical Workstream on Settlement;
8. document the relevant T2S change requests resulting from the analysis conducted by the relevant T2S or EU governance substructures in the area of the T+1 securities settlement cycle.

Qualifications, experience and skills
Essential:
9. a bachelor’s degree or equivalent in business administration, economics, international relations, political science, project management, information technology, finance or another relevant field (see for details on degree equivalences);
10. in addition to the above, experience in the field of market infrastructures in securities settlement and/or payments;
11. experience in project and/or change and release management, ideally in the field of securities market infrastructures and/or payments;
12. a sound understanding of the lifecycle of securities and post-trade processing of securities transactions;
13. a sound understanding of the role of financial market infrastructures in the securities market, the post-trade landscape in the EU;
14. proven experience in handling multiple assignments, prioritising tasks and monitoring progress in numerous processes simultaneously;
15. an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the .
Desired:
16. familiarity with the initiatives of EU authorities to shorten the settlement cycle of securities transactions to T+1 and with the related requirements for the operational resilience of financial market infrastructures;
17. a good understanding of the T2S governance and T2S change and release management processes;
18. proven experience of analysing complex information from a variety of sources and of handling functional and technical issues from the conceptual stage through to their implementation.
