Hauptaufgaben
Incumbent serves as a Transportation Operation Center Specialist in the European Interagency Fleet Management System (EURO IFMS) at the Regional Office level, providing Europe-wide support for the Maintenance Control Center (MCC),Accident Management Center (AMC) and Payment Processing Center (PPC) activities (involving over 6,000 vehicles and 500 plus commercial vendors) to customers and other Fleet personnel on a diverse range of technical and analytical functions related to the MCC/AMC program which have a profound impact upon the customers operational capability. Incumbent coordinates non-tactical vehicle repairs as part of a Europe-wide program serving all IFMS customers through a centralized maintenance control system. Using knowledge of the MCC/AMC and IFMS programs, incumbent applies evaluative methods and techniques concerning the efficiency and effectiveness of MCC/AMC operations, with emphasis on the quality and timeliness of support provided and optimal efficiencies in the repair area. He/she makes a variety of technical and analytical determinations regarding the nature of the repair, costs associated with or projected for the repair and similar decisions including major mechanical repairs. The ultimate goal is to ensure customer satisfaction with products and services provided, while minimizing government expenditures. As part of the European MCC/AMC, the incumbent acts as a 'goodwill ambassador and principal point of contact to IFMS customers and commercial vendors throughout Europe. Guides customers and vendors through the entire process of procuring vehicle repairs, including identifying and recommending to the customer repair facilities to use to obtain the most cost effective and timely repair possible. Resolves problems or issues raised related to nontactical vehicle maintenance and the European MCC/AMC activity with both customers and vendors. The Transportation Operation Center Specialist serves as a front-line monitor of the overall efficiency of the European vehicle maintenance program, with a special emphasis on controlling costs. In this role, he/she regularly collects and analyzes data compiled from computer-generated reports to track trends pertaining to performance differences. If trends are detected which affect the program, the incumbent performs more detailed research and analysis and develops suitable documentation and recommendations. If adopted, recommendations can affect Europe-wide maintenance policy and procedures. Performs follow-up on the effect of policy and procedure changes. Reviews and evaluates all vehicle quality deficiency reports, service bulletins and vehicle manufacturer service recommendations, in addition to any other pertinent sources of information. Submits a written analysis with supporting data to supervisor, along with recommendations concerning appropriate action. Incumbent performs procurement duties and, as appropriate, uses the techniques and procedures outlined in the Federal Acquisition Regulation, especially in regard to Part 13, Simplified Acquisitions (purchases under $100,000). Coordinates with supervisor to obtain all warranted repairs at minimum or no cost to the Government. When repairs seem more costly than warranted, incumbent performs further research and analysis to ensure the Government is being offered a fair price. Resolves cost issues independently, referring only those of a highly complex or precedent-setting nature to supervisor. Receives calls from customer agency representatives, vendors, Fleet Management Centers, repair facilities and vehicle operators concerning vehicle maintenance requirements. Discusses vehicle repair needs with Fleet Managers or Fleet Service Representatives located nearest the vehicle and/or private service garages. Utilizes the FMS database to retrieve input and update vehicle maintenance repair histories. Analyzes historical maintenance data to determine the repair history of the vehicle. Evaluates this information to determine necessary vehicle repairs, when and to what extent major components are to be torn down, what parts and mechanisms should be reworked or refitted and the type and degree of alignment and adjustment required. Evaluates cost estimates required to return vehicle to operating condition up to $10,000 and conferring with supervisor for cost estimates exceeding $10,000. Authorizes repairs up to $25,000. Determines when mechanical deficiencies are attributable to defective manufacturing and ensures that repairs are made in the most economical way possible, including repairs under warranty at no cost to the Government, when justified. Reviews commercial estimates to determine cost effectiveness of work proposed. Ensures that repair estimates from EURO IFMS vendors are in accordance with procurement requirements and industry standards. Reviews, analyzes and evaluates estimates from repair shops to determine reasonableness and adequacy of repairs. Repair estimates must be evaluated to ensure repair or replacement of vehicle components is proper, correct and cost effective and will restore the vehicle to a safe and serviceable condition. Cost effectiveness, timeliness of repairs, quality of repairs and customer convenience must all be evaluated. The safety and operational integrity of the vehicle must never be jeopardized or compromised when evaluating or approving major repairs. Evaluates customer complaints about vehicle performance, vendor performance and determines the fairness and reasonableness of repair estimates.

C-6:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III: 2 years of creditable experience as defined in B below.
E&T Level IV: 1 year of creditable experience as defined in B below.
E&T Level V: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
C-6a:
