Secured Facility Guard Support Services-Project Manager (PM) Job Category: Security Time Type: Full time Minimum Clearance Required to Start: TS/SCI with Polygraph Employee Type: Regular-Long Term Assignment Percentage of Travel Required: Up to 25% Type of Travel: Outside Continental US The Opportunity: As a CACI USAREUR-AF Secured Facility Guard Support Services Project Manager (PM), you will support US Army Europe/Africa G2 and other Intelligence related mission partners, as a key team member of a complex program that provides professional services in support of advisory and analysis efforts associated with Intelligence Warfighting Function (IWfF) mission areas. You will be a member of a team that supports the Intelligence Directorate of the Army Component Command of both the US European Command and US Africa Command. Responsibilities: As a CACI USAREUR-AF Secured Facility Guard Support Services Project Manager Project Manager (PM), you will be a PMO and security-related expert to manage and oversee the Project execution of the government security project. The SFGS Project Manager (PM) will work closely with the USAREUR-AF G2 SSO and site lead supervisors at each of three separate US facilities in Germany. You will possess and maintain a US TOP SECRET/SCI clearance and be willing to pass a Counterintelligence Polygraph if specific duty location requires. You may travel within both theaters as required, to perform services at locations within the USEUCOM or USAFRICOM AOR or Area of Interest (AOI) to meet mission requirements in both CONUS and OCONUS locations. This position is contingent upon SOFA approval or commensurate work-Visa requirements at the primary place of duty. Employee must be willing to work shifts, overtime, and/or deploy to austere or hostile fire zones as required. Must be willing to undergo a Counterintelligence Polygraph. Other duties will include but are not limited to: Facility and Perimeter Security: - Provide static facility access control, perimeter security, and visitor validation for facility access, supported by roving security patrols and IDS/ESS/CCTV monitoring. - Ensure SFGS Force oversees alarm coverage for multiple SCIFs within the AOR (lock-and-leave facilities), coordinating after-hours responses, notifying the SSO of alarm outages/issues/incidents per tenant policies, and documenting alarm reports for after-action review by tenant units. - Ensure SFGS Force maintains key and access rosters provided by tenant units, signs in/out keys accordingly, and supports logistic/facility services with loading dock access requirements. - Conduct inspections of SFGS Force and facilities to ensure operational readiness and compliance. Emergency and Incident Response: - Respond to emergency incidents (fire and medical), coordinating base 911 services if required, assuming leadership upon arrival, assigning duties to staff, and coordinating with emergency responders and higher leadership. - Ensure all security-related incidents are responded to and documented IAW local and U.S. Government policies and procedures, notifying the SSO, PMO, and COR as appropriate, and reporting to the SSO any self-reported security violations by tenant affiliates or visitors. ? Operational Readiness and Communication: - Ensure adequate staffing of all required guard posts at the start of each shift, with guard personnel properly equipped, fit for duty, and knowledgeable of their duties and responsibilities. - Be on-call 24/7 or have pre-approved coverage when unavailable, and be willing to cover shift work, weekends, and holidays as needed. - Ensure all guards complete radio, telephonic, and email communications checks before the start of each shift and every 2 hours throughout. - Maintain a record of guard personnel and an Emergency Recall Roster for operational continuity. - Ensure shift reports and change-over briefs are documented and conducted to maintain situational awareness. Protection, Compliance, and Policy Implementation: - Provide valid security-related functions associated with the protection of U.S. Government installations, materials, property, and personnel, ensuring compliance with local and U.S. Government policies. - Establish, review, and implement SOPs for "Use of Force and Rules of Engagement (ROE)," changes in the guard mission, threat conditions, and other pertinent information affecting the guard mission, in coordination with USAREUR-AF G2 SSO. ? Qualifications: Required: - The minimum education and experience levels for this position is a Master's degree in a related field and 3 years of specialized experience; OR Bachelor's degree in a related field and 6 years of specialized experience; OR 10 years of specialized experience working in a military or law enforcement role. - Have a Project Management Institute PMP certification, Contract Manager CPCM certification, or DAWIA Level II in any focus area. - Experience working with DoD force protection and physical protection rules and regulations. - Strong Microsoft Office experience. - Personnel and security clearance database experience. - Ability to track multiple independent projects.
