Hauptaufgaben
Incumbent is responsible for supporting the Installation Access Control Program. Updates and maintains information in several database programs that monitor access to installations. Recommends changes to existing regulations, policies and procedures. Implements changes as required. Performs related general administrative and clerical support. Manages daily duties and oversight of contractor registrars in main IACS office.
Installation Access Program: Administers and implements the Installation Access Control Program for the IACO. Screens, reviews and processes installation pass requests in accordance with local standard operating procedures, current Army Regulation and host nation agreements. Incumbent is authorized to register individuals into the Installation Access Control System (IACS) and is responsible for the day-to-day issuance of all temporary and permanent passes to personnel (i.e, Local National workforce, visitors, groups, VIPs and others requesting unaccompanied installation access). Verifies that applications for installation passes are complete and accurate according to the individual's status (i.e. military, civilian, contractor, visitor, etc.) and scrutinizes documents for errors or intended deception. Using computer equipment, printers, electronic cameras, lamination machines, issues appropriate passes and other identification to eligible applicants. Ensures that applicants are not passport holders from the Proscribed Country Citizen (PCC) list of countries prohibited from gaining access to U.S. installations. Maintains and updates access rosters utilizing the Installation Access Control System data base program on a daily basis. Screens, reviews, process, and forwards access rosters to the Contract Security Guard (CSG) supervisors to disseminate to all guard posts on installations specified on the rosters. Maintains 100% accountability of all temporary and permanent installation passes. Ensures that personnel identified on USAREUR and installation Bar lists are not granted access to U.S. Installations.
Advises sponsoring organizations and persons on current application policies and processes. Verifies credentials of all applicants to include sponsors and foreign national applicants, prospective employees and contractors; enters appropriate data into one or more database applications; verifies applicant status against the current barred country list and USAREUR barred list; coordinates with the Military Police and installation security office on conducting background investigations; reports discrepancies in the application process or documents to the Physical Security Officer.
Liaisons between the Provost Marshal Office and sponsoring organizations relating to the issuance of installations passes, access rosters, local national background checks and vehicle passes. Ensures that pertinent access control documents are on hand at ACPs.
Performs duties as the alternate IACS registrar for DoD ID card holders on a daily basis for any applicant requesting registration. Performs all IACS registration on DoD ID card holders when the IACS registrar office is closed during normal duty hours.
Performs office automation tasks such as data entry, data editing, data deleting; composes and formats written matter into proper language; updates database information in several database applications; retrieves database information; stores database information; prints reports, installation access passes and other documents; provides recommendations on program updates/upgrades that enhance performance or solves difficult problems relating to the issuance of passes; maintains contact with customer base using email.
Serves as an Alternate IACS system administrator and performs minor troubleshooting procedures on computer and peripherals and contacts the organizations system administrator for upper echelon repair that can't be solve at his/her level. Contacts the IACS helpdesk technician to troubleshoot and repair identified problems with the system. Performs minor maintenance on computer peripherals such as changing printer and lamination ribbons.
Coordinates with the Assistant Civilian Misconduct Action Authority (ACMAA) to ensure accuracy of such documents as the barred list.
Provides technical assistance to and trains new IACO personnel, including contractor employees.
Serves as alternate instructor for unit and directorate level IACS training for units and Directorate Points of contact. Conducts an oral presentation and provide audience with regulatory requirements and new information related to the IACS program.
Audit contractor performance, workflow and accuracy of registration packets validating all requirements are met. Raise training or contractor performance issues to the GS Security Assistant or PSO for correction. Performs other duties as assigned.

C-5:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 1 year of experience as defined inB below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 year of creditable experience as defined in A below PLUS 1 year of experience as defined inB below.
E&T Level III and above: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled.

*Applicant must be in the possession of a valid driver's license class B.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency Level C2 and German Language Proficiency Level C2 required.
