Hauptaufgaben Advises and assists the Food Program Manager and the Division Chief, S&S Division in planning, directing and coordinating the work of the division. The division provides technical support to the Property Book Office (PBO), Central Issue Facility (CIF), Regional Supply Support Activity (RSSA), Class III, Installation Food Management Office (IFMO), Troop Issue Subsistence Activity (TISA), Troop Issue Warehouse (TIW), 4 Garrison Dining Facilities and 24 Field Camps Dining Facilities, and quality assurance personnel in the field in the areas of budget preparation and execution, automation support, civilian personnel management, supply, manpower management, training and evaluation, and general organization administration and management. The incumbent assists in planning the division's work on a long-term basis to ensure the adequate provision of funds, supply items, automation hardware and software, personnel, and facilities. Coordinates with the Garrison representatives to arrange for/ensure adequate facilities and equipment and support for field training Units. Directs and monitors the budget preparation process to ensure time frames are met and all budget items and elements of expense are included. Receives periodic reports on execution of the budget and coordinates with the budget analyst to identify potential problems and devise solutions. Devises production control reporting procedures to determine productivity of Food Service Staff and other divisions' personnel. Coordinates with Resource Management Office to ensure funding for training exercises and operations. Provides periodic productivity reports. Manages the scheduling of Food Service Workers and temporary Food Service workforce to accommodate the fluctuating troop training schedule. Coordinates with CPAC/CPOL to initiate the required personnel actions to have sufficient personnel available on short notice. Coordinates with the computer specialist (IT POC) to determine the adequacy of automation support to all elements of the S&S Division. Initiates or reviews actions to correct deficiencies such as acquiring additional/new hardware or software. Manages the scheduling of technical training of personnel within the S&S Division. Coordinates with DA, USAREUR DCSLOG and S&S Division and division Chiefs to determine needs for training, arrange for in-house trainers themselves to be trained, and schedules training for the appropriate personnel. Solicits information, maintains appropriate records and files, and generates a variety of technical reports as requested by the Division Chief. Develops memoranda Policy for the Food Program Manager and the Supply and Service Division policy and procedures for administrative requirements, tasks, and activities for effective control, coordination and communication throughout the S&S Division. Areas covered include hours of work, personnel administration, reporting procedures, leave administration and control, employee training, work scheduling, facility coordination, fire prevention, accident reporting, COVID-19 reporting and policy, energy savings, etc. Reviews directives issued by higher headquarters to determine impact on administrative operations. Issues implementing instructions to ensure compliance with new, changed regulation, and emerging requirements. Acts as liaison between the S&S Division and the Civilian Personnel Service Center in matters concerned with civilian personnel management. Initiates requests for personnel action (SF 52s and AE Forms 690-60A) for a variety of actions such as recruitment, reclassification, changes in data elements (e.g., TDA paragraph and line, AMS, APQ, reassignments, etc. Maintains files on each employee and monitors processing of employee personnel action requests. Provides guidance to S&S Division, managers on the preparation of requests and justification for performance awards and recommends disciplinary actions. Not authorized to take any disciplinary actions to include suspension or terminate Food Service Workers without the express approval of the Division Chief, and or designee in his/her absence. His/her recommendation will be considered. Identifies need for and arranges for training for S&S Division personnel. Monitors the timeliness of performance appraisals prepared by S&S Division supervisors and reports problems to the Chief. Required to attend weekly or bi-weekly division or Branch meetings. Serves as the manpower manager for the Supply & Services Division. Incumbent is involved in developing, analyzing, evaluating, advising on or improving the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, management controls, and similar functions. Monitors production in the various divisions and identifies where work or personnel could be reassigned to improve production. Initiates actions for and justifies changes in the manpower authorization document for review and approval by the Food Program Manager and the Division Chief. Develops mission and function statements and organization wiring diagrams. Evaluates work procedures and recommends changes to individual positions, position structures, or work processes. Maintains records and files on all aspects concerned with manpower and production. Is the facility manager for the S&S Division Conducts studies of space and office equipment utilization to ensure optimum utilization of available resources and to identify additional requirements. Coordinates with the Signal Battalion Regional Support Center for adequate telephonic and computer communications (e.g., communications links and telephone equipment). Budgets for and acquires sufficient quantities and types of office furniture. Monitors operation of assigned facilities and coordinates with installation engineers to correct deficiencies in facilities. Evaluates requirements for office equipment, arranges to acquire and install same and arranges for maintenance through service contracts. As overall office manager for the S&S Division, coordinates and sets up and maintains systems and procedures for the efficient administrative operation of the organization. Sets up and maintains file system in accordance with the MARKS system. Establishes the DA Form- 12 series and publications account for the acquisition of publications/maintain for the organization. Orders and maintains adequate quantities and types of work related blank forms, and develops and arranges for approval and printing of locally developed blank forms, requisitions or purchases adequate quantities of office supplies. Serves as primary point of conduct on operational matters connected with the local management of USAREUR Troop Dining Food Service program. Ensures FSW support is coordinated and procedures in place to assist training units during gunnery and war-fighter exercises. Explains program execution peculiarities and advises in the solution of problems connected with leadership, mixed workforce, different pay rates and working hours, supply, etc. Attends 7th Army JMTC In-Process Reviews (IPRs) conducted prior to training exercises of both, USAREUR and non-USAREUR units and other meetings assigned to attend for the Supply and Service for the LRC-Bavaria.
