J OB DESCRIPTION/DUTIES: The Maintenance Manager provides secondary-level support to the General Manager for the delivery of materiel maintenance on assets at U.S. Army Prepositioned Stocks (APS 2) project maintenance activities. The Maintenance Manager assigns and supervises technical personnel engaged in the upgrade, test, repair, modification, fabrication, and rebuilding of critical, complex, U.S. Army equipment within the European theater. Responsibilities for this position include organizational, system, and component level repair of fixed, mobile, and transportable armored and weapon equipment and systems. This individual possesses extensive supervisory and technical experience, including demonstrated skills in quality control, safety, environmental management, and personnel management. The Maintenance Manager interfaces with URS Federal Services, Inc. and U.S. Army management and subordinate supervisors and technicians to discuss and address technical issues associated with the operation and repair of systems and equipment. This individual resolves problems using causative research and U.S. Army Logistic Information Systems (LIS). The Maintenance Manager oversees the use of a variety of automated logistical support systems, such as the Global Combat Support System - Army(GCSS-A) and Logistic Information Warehouse (LIW). The Maintenance Manager helps to organize and staff the Maintenance Operations Department in such a manner as to effectively accomplish the APS 2 mission, and establishes, controls, and conforms to approved financial guidelines for maintenance operations.
The Maintenance Manager has these specific responsibilities:
1. Assists in defining contract maintenance requirements, organizing resources, and managing the maintenance planning cycle at the assigned worksite to support the APS 2 and U.S. Army mission
2. Manages the reports of the APS 2 equipment set to include analyzing data to extrapolate operational readiness data that is classified when consolidated
3. Uses classified (U.S. only) Information Technology (IT) systems, including LIS and GCSS-A, to manage maintenance and logistics projects
4. Ensures qualified personnel are assigned to accomplish the maintenance mission using appropriate equipment and tools
5. Responsible for the safeguarding, segregation and maintenance operations on U.S. equipment containing sensitive/classified parts, components, functions or subsystems and all associated technical data
6. Works closely with U.S. Army counterparts to address any evolving requirements, surges, or issues •Ensures maintenance workforce optimally uses LIS systems to enter scheduled and unscheduled maintenance actions
7. Enforces strict adherence to technical data and management policies and procedures, applying expert knowledge of U.S. Army maintenance regulations, technical manuals, and other requirements
8. Advises Production Control Supervisor of conditions that may disrupt the orderly and controlled execution of the maintenance plan
9. Adjusts URS Federal Services, Inc. manpower and material resources to meet daily production requirements, including surges
10. Assigns adequate supervisory coverage for each shift
11. Provides required information and reports in a timely manner for use in generating APS 2 contract deliverables
12. Resolves issues and recommends actions to pursue continuous improvement in service delivery
13. Ensures accurate daily documentation of maintenance actions in accordance with U.S. Army requirements
14. Works closely with quality control staff to analyze performance of personnel and equipment and recommend refinements in procedures, training or supervision
15. Initiates management actions to meet new workloads or correct reported/perceived deficiencies
16. Ensures compliance with safety directives, appropriate occupational safety and health standards, and applicable industrial safety publications (both OSHA and U.S. Army regulations)
17. Supports property accountability ensuring all personnel comply with URS Federal Services, Inc.'s FAR-based property control plan
REQUIRED BASELINE EDUCATION:
18. A bachelor's degree plus 3 years of recent specialized experience, OR; An associate's degree plus 7 years of recent specialized experience, OR; A major certification plus 7 years of recent specialized experience, OR; 11 years of recent specialized experience.
ADDITIONAL DESIRED REQUIREMENTS:
19. Hands-on knowledge of U.S. Army logistics systems to include Global Combat Support System - Army (GCSS-Army), and Unit Status Reporting (USR).
ADDITIONAL QUALIFICATIONS:
20. U.S. citizenship
21. U.S. SECRET security clearance
22. Appropriate verbal and written communication skills to conduct meetings, execute plans, and prepare reports, plans, and working instructions
23. Must be able to meet all installation access and security requirements
24. Must be able to qualify for and operate Government-provided light vehicles
