Supports the resourcing, development, planning and execution of all COCOM level Joint, Combined and Headquarters level exercises. Develops effective, robust, reliable and dynamic joint exercise programs utilizing all resources available while maximizing allocated funding. Assembles, trains and leads Joint Exercise Life Cycle (JELC) events, exercise control groups and high control (HICON) elements for HQ USEUCOM. Responsibilities · Serves as the lead planner for assigned exercises · Plan and execute JELC events, including large exercise planning conferences and Joint Exercise Control Group (JECG) support · Creates exercise briefs for all levels of leadership in HQ EUCOM for approval, progress update, scenario implementation · Manages and validates all Joint Operation Planning and Execution System (JOPES) requests submitted for exercise transportation support · Ensures the Joint Training Information Management System (JTIMS) is always accurate for events - which includes timely submission of Request for Forces (RFF’s) when received by the HQ Staff and components · Develops JELC CALLING MESSAGES and EXERCISE DIRECTIVES · Manages and track staff tasks for exercises in the Joint Exercise Program (JEP) · Writes and updates exercise Standard Operating Procedures for all aspects of exercise planning · Manages the exercise portal site, including approval for trusted agent access and training users · Prepares the agenda and briefs for Executive Synchronization Meetings with participation from the four components, the 505th HICON, Joint Staff, EUCOM Staff AO’s, STRATCOM, NORTHCOM, TRANSCOM, and various Intel agencies, including setting up the SVTC bridges · Ensures Significant Military Event Briefs (SMEB) are staffed and submitted in a time to support approval by the National Security Council · Conducts regular teleconferences with component commands to discuss exercise planning · Manages budgets and resources for assigned exercises · Coordinates and assists exercise Action Officers as required in the various planning stages of the exercise · Produces various products and reports as requested. · Trains and assists EUCOM and Component exercise planners, as needed, through individual instruction and classroom events · Plans and manages Staff Academics and the Senior Leader Seminar/Discussion, in coordination with the assigned TTX developer/facilitator · Performs other tasks in support of the Joint Exercise Program, such as developing plans, knowledge management, doctrine development and review, Automated Message Handling System (AMHS) messages, conference support, and related administrative assignments Unique Competencies/Experience required for the position · Requires a Bachelor’s degree or equivalent · Must be proficient in Microsoft Office, particularly Word, Excel, and PowerPoint · Must have an understanding of the Joint Training System · Must have a working knowledge of JTIMS · Must have strong verbal and written communication skills · Must be organized, detail oriented and able to work independently, establish priorities, organize work and maintain performance under pressure of multiple conflicting deadlines · Must meet eligibility requirements for access to classified information; has a current SSBI/PR · Must be able to plan and execute a major JELC event · Should have 10 years of Military experience with a minimum of 2 years Combatant Command headquarters staff or in support of a CCMD HQ staff · Should have 2 years’ experience with joint exercise planning · Should possess a working knowledge of United States’ Interagency processes and government agency activities Percentage of Travel Required: Up to 30%
