Hauptaufgaben
Searches and processes German criminal and civil process documents, to include administrative and judicial files, related to US Forces personnel. Coordinates with commanders and staff to properly serve German administrative and judicial documents on US Forces personnel and independently develops and manages systems to track this service. Responsible for creating new procedures for service of these documents as laws and regulations change. Explains to recipients the contents and legal significance of the documents. Assists US Forces Personnel in dealing with foreign courts and authorities and ensures that NATO SOFA provisions are being observed. Coordinates service of German documents with high-level German prosecution and court officials and with senior commanders and staff officers within the US Forces. Answers telephonic and written inquiries related to the service of documents. Refers US Forces personnel to the Legal Assistance Division for in-depth German legal advice, as required. Maintains liaison with foreign courts and other agencies and effects necessary coordination with unit commanders and civilian misconduct authorities. Coordinates US prosecutors and high-level German prosecution and court officials to secure attendance of German witnesses at US courts-martial, as required.
Receives, reviews, and recommends final adjudication on all personal property claims against the US Government under Chapters 3, 5, 11, and 12 Army Regulation 27-20. These include shipment of household goods and privately owned vehicles; personal property loss incident to service; loss or damage to personal property due to negligence on the part of an agent of the US Government, AMES, or other NAF. Reviews case files to determine validity of claim and completeness of supporting documents and evidence. Reviews statements from witnesses, claimants, police officers, vehicle experts, insurance personnel, etc. In evaluating for replacement of damaged or lost property, visually inspects property, consults with local firms, reviews mail order, supply and manufacturer's catalogs, to arrive at reasonable estimates of the monetary value of claims. Applying the applicable regulatory requirements, depreciation schedules, etc. and after consulting with claimants on such matters as previous condition and age of property, determines the final value of the claim. Prepares case and its adjudication for supervisor's signature; prepares recovery calculations for assertion of monetary claims against carriers; initiates the preparation of pay vouchers for the reimbursements of claimants. Prepares basic approval memoranda and correspondence for minor property damage negligence claims under Chapter 3. Explains and discusses settlements with claimants, providing information on procedures for reconsideration and appeal. Keeps abreast of changing policies and regulations b studying incoming directives, decisions, regulations, and policy statements from higher headquarters and legal publications. Reviews incoming claims for accuracy, completeness and availability of pertinent documentation. Contacts appropriate organizations (common carriers, transportation offices, military police, German police, etc.) to obtain required documents which cannot be provided by the claimant. Assists claimants in procedural matters and in obtaining estimates of repair/replacement costs from local firms. Conducts on-site investigations and inspection of damages. Interviews claimants and witnesses to obtain statements and evidence. Prepares memoranda for record on contacts and findings. Translates German language documentation (estimates of repair and replacement, official reports, appraisals, expert opinions) into English. Serves as translator/interpreter for coordination of claims matters with German authorities, attorneys, and organizations.
Translates German judicial documents such as judgments, decisions, and other legal documents as well as related police reports. On own initiative, notes any deficiencies in case materials such as missing documents and conflicting statements. Advises supervisors, commanders and staff on the legal significance of the documents and novel legal issues related to the documents. Possesses a thorough working knowledge of the proper handling of official correspondence, command directives and local policy, as well as German law and procedure. Uses knowledge to evaluate the adequacy of German legal documents and to request additional documents, information or investigation, as needed.
Performs other duties as assigned.

C-6:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III: 2 years of creditable experience as defined in B below.
E&T Level IV: 1 year of creditable experience as defined in B below.
E&T Level V: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English AND German Language Proficiency level C1 required.

This is a temporary part-time position (20.50 hrs/week), NTE 28 Feb 2026 or return of current incumbent to full-time.
