Hauptaufgaben
Serves as the Quality Management Representative, Supply Activity Europe & Africa (SAE/A). The specialist is primarily involved with researching, monitoring and establishing quality management tools to control the handling of complex and different storage and repair sites as well as personnel issues involved and the planning, monitoring, and controlling of continuous improvement for quality standards. The programs are evaluated for overall effectiveness, compliance with applicable policies, regulations and laws, economical utilization of personnel and storage space, tools, quality improvements, equipment, supplies, and a customer-oriented work environment.
Independently establishes, develops, adapts and/or modifies materials to meet overall SAE/A objectives for achieving command objectives in compliance with the ISO9001-2000 program. Compiles, analyzes and summarizes information relating to the designated storage, supply and maintenance programs and personnel requirements. Considers program plans, applicable policies, regulations and procedures, and alternative methods to implement and monitor production and personnel requirements in coordination with respective chiefs. Identifies and analyzes relationships among the various programs, the organizational needs, objectives, costs and requirements in storage and supply guides and/or related information sources. The incumbent is expected to apply a high degree of own judgment to independently resolve conflicts and problems, to make decisions, and if necessary recommend substitutions. Interacts with all levels of management, supervisors and employees in achieving organizational goals and objectives. Monitors, controls and provides advise to a workforce of hundreds and plus personnel in order to implement, keep and continuously improve quality management standards. Assists and advises many technical supervisors and foremen on quality management issues and coordinates required actions to implement, maintain and improve such areas. Plans and schedules work assignments on a long-range basis for accomplishment by the different Divisions based on schedules and priorities established. Develops and establishes actions to improve the cost reduction, suggestion, safety and environmental protection program to increase participation and understanding to their needs, benefits and results. Controls the application and establishment of improved and/or required working techniques and methods concerning utilization of provided storage space warehouses storage aids, machinery, tools, etc. Participates in meetings with higher-level supervisors to discuss and plan the establishment of repair projects under consideration of current and projected quality and performance data.
In collaboration with or subject to review by the supervisor, analyzes work schedules, determines space, equipment requirements, and methods to be used; and plans work assignments considering trade(s) or other occupations involved, availability of manpower and storage space, deadlines, and other work projects for which responsible. Provides information and advice to higher-level supervisor on such matters as ability to accomplish work assignments as scheduled, changes in storage techniques and standards, re-warehousing, or other changes such as work processes. Organizes, coordinates, and directs the work activities and personnel of the shops. Assigns and explains work requirements to subordinate levels, sets deadlines and sequence of operations, and directs rearrangement of space. Is responsible to establish work teams, e.g. Process Action or Quality Circles, to implement good relationship and work climate in conjunction with the continuing work improvement philosophy. Is responsible for the radiation safety program of the Supply Activity Europe & Africa. Supports and finalizes actions in order to marketing the supply activity, such as capability brochures and award nomination packages etc.
Prepares, reviews, finalizes and distributes operating procedures, sequences of establishing new policies, and priorities within Divisions assigned to the Supply Activity. Prepares, keeps and uses all required paperwork, e.g. Quality Management Handbook, Quality System Procedures, IOP/SOP/MOI's, and related documents etc., as required in accordance with applicable regulations and ordinances. Initiates, prepares and distributes bilingual written instructions, rules or policies to ensure confirmation with appropriate regulations, ordinances and laws. Delegates authorities to other activity supervisors with responsibility to meet all required deadlines, sequences and priorities of major re-cert or surveillance phases and/or quality management policies.
Initiates, performs and conducts announced and unannounced inspections within all Activity elements to maintain highest level of efficiency, economy and compliance with appropriate quality management processes, regulations and policies.
Identifies training needs, arranges for training and recommends participants in order to improve quality management, for all levels of workforce and evaluates effectiveness.
Performs other duties as assigned.

C-6A:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
E&T Level III: 3 years of creditable experience as defined in B below.
E&T Level IV: 2 years of creditable experience as defined in B below.
E&T Level V: 1 year of creditable experience as defined in B below.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
C-7:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.
E&T Level III: 4 years of creditable experience as defined in B below.
E&T Level IV: 3 years of creditable experience as defined in B below.
E&T Level V: 2 years of creditable experience as defined in B below.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Office automation skills are required.
• German driver's license class B desired.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 AND German Language Proficiency level C1 required.

This is a permanent full-time position (38.5 hrs./week)
• Position may be filled at the C-6A or at the full performance level, C-07. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
• If requirement exists, the incumbent of this position is obligated to perform TDY within and outside Germany, shift work, weekend and holiday work.
