Construction Surveillance Technician (CST)
The Construction Surveillance Technician is responsible for performing access control functions at all vehicle and pedestrian entrances to the Secure Construction Site (SCS) according to the Construction Security Plan (CSP). In addition, the CST screens all non-cleared workers, vehicles and equipment entering or exiting the SCS. The CST denies introductions of prohibit materials, such as explosives, weapons, electronic devices, or other items specified in the CSP and conducts random inspections of site areas.
RESPONSIBILITIES:
1. Perform technical inspection of all individuals and/or vehicles seeking access to the site to ensure that no prohibited items are introduced into or onto the construction site and to ensure that no unauthorized individuals enter the site.
2. Perform technical inspection of all materials and tools entering the site to identify clandestine technical devices or anomalies in the construction material or tools prior to access being granted.
3. Perform access control functions at all site entry control points
4. Assists with the material inspection at the Secure Storage Areas
5. Escort any inspected materials to the Secure Construction Site as required
6. Report incidents at assigned posts or activity, as required, to assigned CST Team Lead.
7. Attend daily coordination meetings with assigned CST team.
8. May support, if determined that written communication and organization skills are above average, the documentation of reported incidents.
9. Comply with CST Contractor’s Site Safety Plan as applicable to CST sub-function team activities.
REQUIREMENTS:
10. Minimum high school diploma or GED coupled with a minimum of four(4) years in construction security, physical security, industrial or government (, Military, etc…) security required.
11. Surveillance and Monitoring:
12. Conduct continuous surveillance of construction activities to ensure compliance with security protocols and safety regulations.
13. Monitor access to the construction site, ensuring only authorized personnel are allowed entry.
14. Perform inspections of materials, equipment, and work areas to detect and prevent potential security breaches or unsafe practice
15. Documentation and Reporting:
16. Maintain detailed logs of construction activities, incidents, and observations.
17. Prepare comprehensive reports on construction progress, compliance issues, and any observed irregularities.
18. Report any security breaches, safety violations, or quality concerns to the appropriate authorities promptly.
19. Be able to properly inspect various construction trades workers tools, bags, vehicles, and material deliveries in order to identify anomalies in the workers behavior or the contents of the material or tools indicative of foreign intelligence service tampering. Understands and can assess industrial or government security requirements.
20. Identify plumbing &, HVAC/Mechanical components and materials; recognize telecommunication and electric equipment during inspection to identify anomalies in the material that could pose a clandestine technical threat.
21. Recognize and properly inspect concrete delivery and pump trucks to determine any anomalies with the vehicle or its contents upon initial inspection. Must be able to identify steel reinforcement bar, concrete forms, tie-wire, and other tools associated with foundation work to identify anomalies that could pose a clandestine technical threat.
22. Distinguish and properly inspect various finishes and materials (, insulation, ceiling tiles, raised access flooring, chair rail, molding, furniture, carpet, etc…) and tools associated with this work to identify any anomalies or tampering with the material prior indicative of clandestine technical threats.
23. Can identify Improvised Explosive Devices (IEDs).
24. Understands and can assess static security techniques and procedures.
25. Understands and can assess various techniques used to emplace technical penetrations.
26. Understands and can put into practice the use of inspection and detection tools and techniques.
27. Understands and can put into practice vehicle search techniques.
28. Understands and can put into practice personnel search techniques.
29. Understands and can put into practice required Entry Documentation and Validity
30. Understands and can assess the operation of various access control systems, x-ray devices and other detection systems.
31. Understands and can assess the access requirements for various levels of security.
32. Understands and can assess the security practices and procedures for various levels of security.
33. Can produce written reports of attempts to gain unauthorized access.
34. Understands and can put into practice the operation and maintenance of badging equipment.
35. Can report suspicious behavior.
36. Top Secret clearance required
DESIRED SKILLS:
37. Previous CST experience at overseas or domestic project sites (2-3 projects) preferred.
Abilities:
38. Lifts at least 100 pounds at one time and 60 pounds for an extended period of time.
39. Relocates a 12 foot stepladder without assistance.
40. Works at various heights up to 60 feet and can climb and maintain balance on scaffolds, aerial lifts, catwalks and all types of ladders.
41. Walks, climbs, lifts, squats, crawls, kneels, pushes, pulls and reaches overhead on a routine and repetitive basis.
42. Possess good vision (may be corrected vision), the ability to see in color, and the ability to hear and communicate in English.
43. May use a standard ladder without exceeding the weight limit while carrying tools.
44. Tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing there is a problem.
45. Apply general rules to specific problems to produce answers that make sense.
