Hauptaufgaben
Employee is assigned to the Program Management and Procurement Section of the Furnishings Branch, Garrison Support Element (GSE), IMCOM-Europe and is employed in the capacity of a Contract Management Specialist (Contracting Officer's Representative - COR). In this capacity, the employee performs pre-award, post-award, and contract administration functions as associated with the procurement of supplies and equipment, the procurement of maintenance, drayage, and other service contracts, the review of contractor performance for compliance to contract terms, the review of claims to determine degree of reasonableness, the resolution of disputes and other problems concerning obligations of the contractor and the U.S. Government, and the initiation of needed contract modifications. Serves as Contract Administrator for service contracts written to support DPWs and other customers in communities throughout Army in Europe. Conducts initial conferences with contractors to provide information and to clarify standard and special provisions of the contract. Throughout the life of the contract, maintains close liaison with the contractor to interpret contractual obligations and to resolve problems. Recommends contract changes or modifications, highlighting conditions that could jeopardize contract performance. Makes determinations on problems of delivery, quality, and acceptance, or other areas affecting the contract. Monitors contractor performance directly and through government inspector personnel. Oversees and ensures compliance with the terms of the contracts to determine the reasonableness of services provided and to identify needed corrective actions and contract modifications. Administers contracts to assure performance in accordance with the terms and conditions thereof. Negotiates delivery schedule changes; and monitors contractor's compliance with contract, regulatory, and statutory provision. Recommends contract terminations for the convenience of the Government and assures contractor compliance with cost accounting standards. Works with and advises a team of contract administration/voucher examiner personnel involved in establishing, administering, and reviewing payments made for contract services received. Verifies evidence of contractor's progress for approval of progress payments; reviewing and monitoring contractor's compliance with contract, regulatory, and statutory provisions; monitoring expenditures on cost, incentive, and certain fixed-price contracts requiring funds control; and reporting on anticipated deviations from estimated and fixed contract costs. Keeps current on funding requirements and status for maintenance and repair contracts, adjusts requirements as circumstances dictate, and ensures that customers provide necessary funding and that excess funds are promptly returned to customer. Serves as alternate Government Purchase Card (GPC) Expanded limit card holder. Serves as Point of Contact for customer organizations (Army in Europe subordinate commands and DPW's), the Regional Contracting Center, individual contractors seeking information on items to be procured, delivered, or reworked, individual contractors carrying out the established maintenance or service contracts, and government community and organization internal contract surveillance personnel. Technical advice pertaining to contract management and support is provided to subordinate commands and DPWs Army in Europe wide. Prepares staff studies and command briefings for the contracts directly handled and serves as the representative of the employing organization at Army in Europe staff conferences and meetings with the Directors of Public Works, Contracting Officers, and contract firms, advising on contract status and development and supply support problem areas. Furnishes Contracting Officer with statistical data regarding contract progress. Advises on supply support problems noted at the community DPW.
Performs other duties as assigned.

C-7:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.
E&T Level III: 4 years of creditable experience as defined in B below.
E&T Level IV: 3 years of creditable experience as defined in B below.
E&T Level V: 2 years of creditable experience as defined in B below.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
* Office automation skills required.
* Driver's license class B required.
LANGUAGE PROFICIENCY LEVEL:
English AND German Language Proficiency Level C2 required.
