Hauptaufgaben Serves as Contract Specialist responsible for all aspects of the contracting transactions from initiation to recommendation of award for the acquisition of equipment, supplies and construction in support of a large installation. Reviews requisitions and determines appropriate method of procurement. Develops procurement plans by reviewing previous history, market conditions and specifications. Determines adequacy and completeness of descriptions that involves review of manuals and catalogs and discussions with manufacture's documents. Selects appropriate clauses and ensures clear and complete specifications. Performs detailed analysis of bids and proposals received. A familiarity with the program or technical requirements of the goods or services being procured sufficient to work with program specialists in defining requirements for items ranging from commercial standards to specialized items having limited market sources to complex specifications. Reviews proposals for responsiveness, rejecting those considered to be nonresponsive or nonconforming. Develops engineering and procurement data including item descriptions, drawings, technical provisions, manufacturing requirements, inspection criteria and other technical features for inclusion in the work request/contract. Suggests alternate specifications, materials, designs and methods of construction or repair to reduce costs while conforming to defined standards. Initiates and participates in pre-award surveys and makes independent recommendations as to contractor's responsibility and ability to perform on the contract. Responds to customer needs to procure repetitive items or services for which specifications have become standardized and where established competitive markets and price competition exists. Reviews purchase requirements to determine if proper specifications or purchase descriptions are included in solicitation documents. Suppliers are generally available, however, performs search of the market or uses sole source suppliers as required or necessary to complete procurement actions. Contacts contractors to negotiate prices which appear either excessive or underestimated or to request earlier delivery date or closer conformance to specifications. Recommends contract modification if necessary. Monitors and ensures contractor performance in accordance with all terms and conditions of the contract. Closes out contracts, assuring delivery of the contract end items and inclusion of final reports and clearances. Participates in post-award conferences. Assures timely submission of required reports. Performs other duties as assigned. E&T Level II: Plus 7 years of job related experience as defined below. For all other applicants E&T Level I and II are not creditable for positions in this occupational series and the following requirements must be met: C-7 Qualification Requirements for all applicants: E&T Level IIIA: The completed apprenticeship must have been in a commercial, business or administrative occupation, or related technical trade e.g., Indutriekaufmann/frau, Kaufmann/frau im Gross- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, oder Banken, or similar occupations; PLUS 6 years of job related experience as defined below. E&T Level III B and III C: 6 years of job related experience as defined below. E&T Level IVA: The completed apprenticeship must have been in a commercial, business or administrative occupation, or related technical trade e.g., Indutriekaufmann/frau, Kaufmann/frau im Gross- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, oder Banken, or similar occupations; PLUS 4 years of job related experience as defined below. Applicant must be in the possession of a valid driver's license class B and must be able to obtain/maintain a military motor vehicle operator's license.
