Hauptaufgaben Participates in operation programming and implementation of short and long range plans, overviews the transportation operation of a variety of commodities such as explosives, arms hazardous ammunition, oversize and overweight items, cargo perishables requiring reefer or chill transport service. Screens requests for transportation of cargo from Ramstein Air Base to all US Forces installations in Central Europe. Plans and makes work assignments to military movement specialist, sets priorities, renders advice, assists in problem cases, reviews and accepts, amends, or rejects work and provides instructions in the application of new or modified directives and regulations. Considering the capacity of military transports, evaluates and recommends if commercial highway mode is to be utilized versus military highway, considering priority required, due data and other factors in regards to special rate moves. Conducts internal studies of operational problem areas and trends to locate problems which may prevent timely or efficient and effective accomplishment of established program objectives. Screens and studies regulations, directives and procedural issues governing movement operations. Monitors the overall flow of transportation request through the Movement Control System to the transporters. Evaluates weaknesses and inadequacies and renders operational assistance or takes corrective action as determined appropriate. Unresolved issues are raised to key staff to find and implement corrective measures through joint management efforts. Collects, compiles and consolidates all statistical data relevant for the Traffic Management Reporting structure, as required by related regulations and higher headquarters guidance. Evaluates such data and determines trends and workload fluctuations for discussion and decision on shifting manpower commensurate with these fluctuations. Maintain productivity and mission related historical data to evaluate Air Terminal Movement Control Team performance. Provides customs clearance for DOD cargo transported imported or transported across European borders. Perform other duties as assigned. Position may be filled at the C-05, 5a or at the full performance level, C-06. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor. Due to the temporary duration of the appointment selectee may not be able to reach the full performance level before expiration or termination of the appointment. • Working on weekends and holidays as well as rotating shift work required. • Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis.
