Position Specific Summary
The Human Resources (HR) Technician position at the City of Tucson’s Human Resources department performs entry-level clerical and technical HR work in support of assigned area(s); provides information and assistance to employees and applicants regarding personnel functions, policies, and procedures; participates in the recruitment and onboarding processes; prepares and maintains personnel documents, records, and reports. The HR Technician position is a multifaceted role that supports various departments and functions within the City of Tucson, offering essential HR services, ensuring compliance, and striving to provide the best possible customer experiences, while maintaining confidentiality.
Work is performed under the supervision of the HR Manager. This position does not supervise.
Duties and Responsibilities
1. Initiates business processes and follows-up on all pending business processes to include: hiring, job changes, compensation changes/adds/removes, return from leave, I-9 processing, education documents. Maintains supervisory organization alignments. Audits employee allowances. Sends leave and worker’s compensation notifications and tracks leave for department. Tracks and notifies supervisors of evaluation deadlines; ensures timely submittal of evaluations.
2. Reviews position descriptions for accuracy. Obtains required information from Driving Programs, Office of Equal Opportunity Programs (OEOP), and background investigations as part of pre-employment evaluations. Provides recruitment updates to the hiring department. Meets with new hires to review I-9 documents.
3. Conducts recruitment processes by discussing staffing needs with Hiring Department, performs job analysis, prepares job announcements and descriptions, schedules assessments and interviews.
4. Audits bi-weekly payroll and verifies leave usage, Family Medical Leave (FML), and worker’s compensation hours. Assists with corrections to electronic timekeeping entries for employees. Ensures compliance with all City, state, and Federal payroll laws, regulations, and policies. Assists with Sick Leave (SL) to Vacation Leave (VL) transfers. Reviews timesheets for accuracy and works with department to resolve payroll discrepancies. Conducts payroll training with new supervisors.
5. Recommends, implements, and evaluates improvements in HR processes and practices. Identifies systematic inefficiencies across the organization related to HR services and collaborates with department to solve operational issues. Reviews business process, system, or other changes that might impact existing workflows and recommends methods to optimize to desired state and improve efficiency. Creates, optimizes, and supports implementation of processes which link closely to system workflows. Determines how these workflows will impact existing staffing, how to continuously refresh and monitor these workflows and recommends optimal change management processes. Assists with cross-functional teams to resolve complex issues related to workflows or other complex processes or lead discussions with the business and operational leaders to analyze needs. Implements processes and practices that can adapt quickly to changing organization, business, and demands. Participates in process improvement strategies for HR department.
6. Performs all other duties and tasks as assigned. Develops and provides formal training in areas of expertise. Maintains knowledge of current developments and practices in human resources. Provides/coordinates backup to HR staff as needed. Assists in resolving a variety of personnel-related issues.

Mostly office environment.
Requires on-site presence.
MINIMUM QUALIFICATIONS
Education: Associate Degree
Work Experience: One (1) year of directly related experience.
License/Certifications: Valid and unrestricted Arizona Class D Driver License - Arizona Department of Transportation
Any combination of relevant education and experience may be substituted on a year-for-year basis.
