Hauptaufgaben The position is established to serve as transportation specialist within the Movement Control Office (MCO) which is on organizational element of the 39th Transportation Battalion and distributed over various locations in Germany; Organizes and manages all steps required to initiate and execute shipment of military cargo by commercial highway, rail, or using internal assets to transport to destination und receive shipment as inbound cargo. Must be familiar and have a profound knowledge of regulations, procedures of handling hazardous cargo and legal requirements pertaining to shipments of weapons, ammunition and other cargo. Is responsible to advice on ADR requirements and legal implications Advises on transportation of dangerous goods that is moved through and coordinated by the MCO. Coordinates with the transporter to ensure proper loading and securing of cargo. Authorizes shipments by signing applicable freight warrants and is required to maintain a "familiarization" knowledge pertaining to the movement of hazardous cargo. Informs transporters in advance of legal requirements imposed on cargo to be shipped and procedures to be adhered on the way to the destination. Reviews for economical utilization of available transportation resources in accomplishing recognized movement requirements identified by customer; Monitors the transportation operation and coordinates with consigner and consignee and transporters to insure adequate and on time completion of transportation tasks. Reviews request of cargo to be shipped received from units within the assigned area of responsibility to determine mode of transportation, requirements, hazardous items to be shipped, special equipment required for loading and off-loading. Evaluates costs, reviewing rate of movers and internal transportation sources. Determines mode of transportation under consideration of quantity, weight, dimensions, hazardous items, destination, costs, availability and loading capacity of military transporters. Must be familiar with established transportation regulation, German traffic and transportation requirements and internal procedures to advice customers and initiate requests to execute shipment. Coordinates air cargo offerings via "FACTS" automated system with Air Clearance Authority. Monitors services rendered by commercial freight contractors to ensure that agreed contracts are complied with. Commits and obligates line haul funds and prepares cost analysis to determine most economical way of transportation under consideration of priority movement due dates, special shipment rates etc. Incumbent has the delegated authority for approval of individual carrier payment up to a specified total amount. Attends meetings with customers, carriers, traffic management to discuss matters peculiar to the movement of military cargo, and provides technical information and advice on matters of initial interest. Coordinates with community and supported units concerning transportation matters affecting the movement of equipment and supplies, and conducts liaison visits to keep unit and activity agencies aware of movements in out and through the MCO AOR. Drafts, revises and maintains MCO Standing Operating Procedure. Prepares prescribed daily/monthly reports as required. Incumbent is appointed and authorized to approve invoices up to $ 100 K for carrier freight services. Reviews bills from transportation carrier for requested shipment of cargo for proper data and adherence to contractual agreement. Discusses detected problems und deviations on agreed rates on bill with originating carrier and initiates corrective actions. Incumbent uses Third Party Payment Systems (TPPS) for the carrier payment process. Insures that there is confirmation in TPPS that service has been performed. Incumbent is appointed as the approving authority to pay carrier's bill by the US Bank up to the specified amount. Checks for overpayment prior to summary Invoice being generated. Uses eBill process and documented in TPPS notes for the purpose of invoice certification and post payment examination. In case of discrepancies employee will have the carrier to adjust the rate, and the approve payment. Places payment on hold and request additional information from the carries. Reviews summary invoice by assessing through TTPS website after the end of the billing cycle to insure it reflects the actual carries payments and transactions belong to the site and certifies entries. Employee receives transportation requests and via military automated systems for all modes of shipments related to all kinds of DOD cargo from units of the responsible area. Is responsible to coordinate arrangements for shipments via military transportation, Deutsche Bahn, and commercial carriers. Determines best utilization and most economical mode and route based upon priority, costs, availability, special conditions and applicable transportation regulations and procedures. Processes Transportation Movement Release (TMR) and Export Traffic Release (ETR) request for rail, highway and air, back load shipments, and initiates or processes re-consignment requests. Coordinates arrival of shipments with customers, traces missing cargo, provides accurate and timely reports on movement events, implements hold and diversion actions, enforces movement priorities and investigates movement delays. Prepares and/or accomplishes military freight warrants for all air/rail and commercial highway shipments. Provides customs clearance for DOD cargo transported across European borders. Monitors container and rail car detention and rail car demurrage costs. Ensures timely dispatch of EUCOM/MILSTAMP advance FACTS/TCMD to air clearance authority, appropriate ports of embarkation and as required, any other parties involved. Monitors the transshipment/receipt of ammunition and POL freight by rail and/or highway. Accomplishes military/commercial container management and reporting functions involving containers of commercial ownership within the assigned area of responsibility. Assists military shipping activity in the correct preparation and distribution of ARMY/EUCOM/MILSTAMP transportation documents, proper coding and data elements, proper blocking, bracing and tie-down methods, etc. Performs other duties as assigned.
