Hauptaufgaben Responsible for assisting the Transportation Operations Officer in translating training requirements into training courses conducted at the 6966th TTT Driver Academy; and / or organizes specialized training thru external training providers including military sources e.g. Bundeswehr. Based on changing mission scenarios and Host Nation legal requirements, recommends adjustment of driver training. Reviews Host Nation directives regarding special traffic safety requirements such as BF2, BF3, and BF4. Establishes escort vehicle procedures and schedules external BF3/BF4 training. Plans, coordinates, and executes the annual familiarization firing. Ensures drivers identified and trained meeting all requirements for firing and carrying a weapon. Training includes hands on training on the weapon, classroom instruction on the German Law of Self-Defense and the familiarization firing at the rifle range. Position incumbent must undergo range control officer and safety training and take all actions required by the Rifle Range Firing SOP. Monitors the operational achievements made by transportation activities within 6966th Transportation Truck Terminal (TTT) in support of customers throughout the EUCOM and AFRICON area of responsibility. Responsible for ensuring that liaison programs which provide transportation related advice and assistance to customers meet program objectives. In coordination with the HQ TLSC-E/A, participates in the development of studies and transportation plans and concepts to identify and propose solutions to tactical and commercial movement operational requirements, characterized by breadth, importance and severity. Coordinates with a staff on all facets of CULT concepts and operations to include transportation management, movement control, process analysis, and customer support. These CULT operations are managed to sustain the USAREUR/A training, operations, deployments/redeployments, and readiness posture in a timely, efficient, and economical process. Studies conditions related to overall operating effectiveness and initiates actions for improvement and optimization through the HQ TLSC-E/A. Ensures all assets to transport hazardous cargo (incl. ADR but not limited to) are certified IAW European, German, other transit Host Nation and US Law; ensures all oversized assets are registered for road movement and corresponding approvals are available prior to mission execution. Receives, processes, and forwards transportation daily/weekly/monthly commitment reports. Plans mission assignments IAW resourcing requirements and resourcing allocations. Verifies utilization of allocated man-hours IAW internal planning; documents discrepancies and notifies/briefs directors on deviations. Ensures that planning and execution are considered and requirements deriving from European, host-nation laws, regulations, SOPs and policies are integrated. Coordinates cross border transit requests with mode operators, TMC and international LNOs, conducts route recons when required by the mission and arranges for secure staging when required by mission. Participates in meetings, working groups, planning teams and conferences covering transportation related issues and initiates information and instructions pertinent to respective program objectives. Coordinates with supporting military transportation units to arrange for Soldier co-drivers and/or escorts for special loads. Movement control agencies and customers usually establish deadlines for completion of work. Unpredicted surges of high priority work and changes of customers' priorities frequently complicate scheduling of work. Constant, highly complex coordination is required to coordinate substantial interaction of work groups who must combine a large number of different resources into a specific sequence during a particular inflexible schedule. Develops policies and procedures for management of transportation. Establishes priorities according to workload, changes in procedures and techniques, and disseminates information and instructions pertinent to respective program objectives. Responsible for developing, implementing, and administering policies, procedures, directives, methods, practices, and techniques of the 6966th TTT Common User Land Transportation (CULT) highway operations program. Analyzes and adjusts highway operations processes to ensure maximum efficiency regarding transporting general cargo, oversize/overweight commodities, arms, ammunition, and explosives (AA&E), other hazardous materials, and rolling stock. Determines need for and develops new or revised policies for highway operations planning tasking and administration. Reviews and updates SOPs and IOP's. Provides 1guidance and advice to the transportation operations officer on changes to Host Nation transportation regulations; recommends changes to business practices, the vehicle fleet, BII and cargo securing equipment. Supervises and provides technical oversight in a 7 day/week shift environment and directs work of 11 subordinate transportation specialists and assistants plus driver academy with 2 training technicians. Plans work accomplished by subordinates, sets priorities, and prepares schedules for the execution of the work. Is responsible for the execution of the highway operations overtime control program. Establishes work schedules including weekend, holiday, shift work, and on call duty. Evaluates work performance of subordinate employees and recommends corrective/disciplinary action to the Transportation Operations Officer. Advises employees on both work and administrative matters. Identifies training needs of assigned personnel, initiates on-the-job training, and recommends off-the-job training. Performs other duties as assigned.
