The positions are based at JSEC, in Ulm, Germany. As part of the Human Resources team, the incumbents will be responsible for the execution of various aspects of budget, payroll and allowances of all civilian personnel and provide data for budgets as well as support the implementation of the Human Resources programs. The ideal candidates will have a very strong professional background in Payroll and Budget Management as well as in Renumeration and Policy Execution and bring excellent skills in an advisory role related to renumeration, payroll structures, pensions and civilian employment costs. Responsibilities include overseeing payroll budgets, proposing new budgetary requirements, providing management information, and recommending corrective actions as needed. Additionally, the position involves advising staff on financial matters, supporting policy development, and ensuring proper funding and human resource management, with potential duties related to data protection or mission deployment. CONTRACT Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations. POST REQUIREMENTS Background Headquarters JSEC provides a resilient operational-level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance's ability to project and sustain combat power into, across and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA). The Support Directorate (SPT) is responsible for providing cross-functional expertise in Supply and Services, HNS Military Engineering (MILENG), Medical Support, Maintenance, CIS, Human Resources (HR) matters and Logistics Information Management. The J1 Division is responsible for HR plans, policy, guidance, technical support and programmes for the HQ and the supported organisations. The Civilian Personnel Branch (CPB) is responsible for implementing workforce policies and procedures pertaining to recruitment, remuneration, as well as employment of civilian HR, on which it assists and advises all the staff. The incumbent assists in the production of all civilian personnel payrolls, provides data for budgets and supports the HQ and supported organizations by implementing human resources programs. The incumbent's duties are (please scroll down to see both grades) Staff Officer – G15 Oversees the correct execution of the payroll for the international civilian staff in full compliance with international rules and regulations. Oversees the correct execution of the payroll for local civilian staff in full compliance with host nation labour legislation and national collective labour agreements. Calculates and submits the estimates of the budgets for supported payrolls and related costs for following and upcoming years. Manages and supervises the allocated current annual budget for supported payrolls and related costs. Proposes, develops, and implements new budgetary requirements in support of extraordinary requirements for international and local national civilian staff. Proposes changes in remuneration of local status employees on the basis of national trends. Represents the HQ when developing or changing policies regarding the remuneration of all civilian staff (international civilians, local wage rates, etc.). Provides individuals with advice on matters pertaining to remuneration payroll- and pension - structures / schemes. Advises commanders/activity chiefs on all matters pertaining to remuneration and costs of civilian employment to assist them in the management of budgets and human resources. Acts as the Data Protection Officer of the J1 division. Manages and supervises the allocated current annual budget for supported payrolls and related costs. Staff Assistant - G12 Produces and manages the payroll for the international civilian staff in full compliance with international rules and regulations. Produces and manages the payroll for local civilian personnel in full compliance with host nation labour legislation and national collective labour agreements. Provides calculation for the budget considering all changes in entitlement and allowances, based on local laws and organizational guidance, as well as for budgetary restrictions imposed by higher headquarters. Interacts at his own level with host national government offices in relation to payment of mandatory contributions and occupational health and safety matters. Interprets policy updates, theatre Civilian Personnel Policies, ACO and financial regulations and directive, and local directive and proposes policy update and changes in own functional area. Develops and monitors pay scales requirements applicable to crisis response operations. Assists in the collection of information for the development of pay scales proposals in crisis response operations. Participates as Subject Matter Expert in periodical wage surveys and salary reviews to civilian payroll in both peacetime and crisis response operations. Responsible for entering all civilian staff financial information into Financial System (FINS). Assists in the management of the allocated current annual budget for supported payrolls. Collects information affecting changes in remuneration of local status employees on the basis of national trends. Collects information in support of the development and changes of policy regarding the remuneration of all civilians (international civilians, local wage rates, etc). Provides civilian staff with counseling on matters pertaining to remuneration social insurance, invalidity and pension. Assists in advising activity chiefs on matters pertaining to remuneration and costs of civilian employment. Qualifications and Experience Required Staff Officer - G15: University Degree in accounting, finance, management, business administration, public administration, human resources management, law, social sciences, or related field or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. Staff Assistant - G12: Higher Secondary education and completed higher vocational training in accounting, finance, management, business administration, public administration, human resources management, law, social sciences, or related field or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience. Desirable Qualifications (both grades) Expert in LWR pension scheme and contract. NATO and Host nation fiscal and social security knowledge. NATO and Host nation pension legislation. Very good knowledge of civilian personnel legislation. In-depth experience in personnel administration. Experience with National and International insurance schemes. Experience in a military headquarters/international organization. Experience in operating/maintaining relational databases. NATO Orientation Course (ETE-MW-3834) provided by NATO - School Oberammergau (NSO) or equivalent. Language Good command of English in Listening, Speaking, Reading and Writing (Equivalent to level 3.3.3.3 as minimum) The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
