Continental Energy Programme in Africa (CEPA) Technical Assistance project
Contracting authority: European Union, represented by the EU Delegation to the African Union
Overall Objective:
The overall objective of this contract is to deliver high-level technical assistance and policy advice at the country, regional and continental levels through expert missions that will be mobilised at short notice to support committed countries and partners to reach the objectives for the development and implementation of 3 Pan-African energy programmes: AfSEM, CMP and AfEES. It will support AU institutions and AU MS to improve their policy and regulatory conditions, aiming at providing attractive and enabling conditions for the uptake of such continental frameworks while attracting public and private investment in energy access, renewable energy as well as energy efficiency, taking into account climate change, gender and health impacts.
Specific Objectives:
* The African Single Electricity Market (AfSEM) is enabled.
* The Continental (Power System) Master Plan (CMP) is operationalised.
* The Africa Energy Efficiency Strategy (AfEES) is developed and implemented.
* Institutional support is coherent.
The intended start date is 1 December 2024, and the contract's implementation will take 48 months.
Estimated input: 880 working person-days in total.
Qualifications and skills:
* Master’s degree in economics, management, engineering, life sciences, industry, development-related studies, environmental studies, law, business administration, finance or a relevant, directly related discipline. In its absence, this degree can be replaced by a Bachelor’s degree (or equivalent diploma) plus equivalent relevant professional experience (a minimum of 2 years, in addition to the required "general professional experience", can be considered as "equivalent");
* At least level C1 in English;
* At least level C1 in French.
General professional experience:
* At least 12 years of relevant professional experience in project or programme management conducting the following tasks:
* Support the EU and its key partners, organisations and stakeholders that are working for an integrated pan-African energy development, including a more comprehensive, better coordinated, more informed and inclusive partnership;
* Assist in improving cooperation and coherence of actions, better information sharing, as well as a more comprehensive mobilisation of the potential and energy-related expertise of all EU Member States towards sustainable development goals;
* Support major sustainable energy initiatives in Africa and assist essential energy and climate-related partnerships and processes;
* Assist the EU in supporting the partnership and its agreements (joint declarations in the energy sector cooperation) in the energy and climate sector in Africa.
Specific professional experience:
* At least 7 years of international experience in energy projects in a developing country context, some of which must be in Africa;
* At least 4 years of experience in coordinating technical assistance teams;
* Experience in giving presentations/keynote speeches on energy and/or sustainable energy in public (e.g. forums/seminars) is an asset;
* Experience in multi-country programmes and multicultural environments is an asset;
* Experience in the EU policy and/or acquis communautaire in the field of energy is an asset;
* Previous experience with EU-funded projects or for other donor organisations is an asset.
