Hauptaufgaben Serves as primary officer responsible for the physical condition, maintenance, safety, and utilities management of one local three-story office building and the adjacent real estate, office space at the Nordhafen Pier and maintains the ability to establish facility requirements at Kaiserhafen Pier as required. Studies space utilization problems to assure that changes in utilization are according to established procedures. Conducts physical inspections to determine safety and effectiveness of space utilization and renders report and advice to commander. Serves as point of contact with host nation officials at federal, state, and municipal levels to preclude and resolve problems, which may otherwise interfere with the unit's primary mission accomplishment. Monitors facility coordination operations. Ensures the facility is efficiently maintained, operated, and controlled, consistent with current directives and regulations. Directs planning and implementation of local purchase contracts for maintenance and repair of facilities and ensures contract compliance prior to authorization of payment. Surveys and evaluates physical security needs and prepares budget for upgrades to real estate as dictated by threat condition levels. Serves as command's point of contact with host nation utility and service companies and the Installation Management Agency's European Regional Office. Represents the command at working group level meetings with peer elements. Conducts and participates in environmental and energy conservation surveys; functions as action officer charged with responsibility of coordinating improvements or monitoring and reporting compliance. As the Contacting Officers Representative, the incumbent is responsible for the supervision of the basic life support needs, and all aspects of facilities management and force protection for the 950th Transportation Company's facility to include: power generation, billeting, grounds and facility maintenance, minor constructions, space utilization, custodial services, bulk water supply, waste disposal, etc. For force protection, incumbent is COR for a complex and protective service contract. Formulates scopes and the priority of work in the utilization of contract labor resources. Inspects performance of new construction, renovations, alterations, improvements, and preventative maintenance efforts on the 950th Transportation Company facility assets. Assists in forecasting 950th Transportation and life support needs, in support of the budgetary planning process. Ensures effective and efficient utilization of life support assets. Plans, organizes, and directs on-site inspections during maintenance, renovation, or replacement projects to ensure work is in compliance with approved plans and specifications, including the manufacturer's approved details and warranty requirements. Directs contractor staff in the performance of duties, to ensure services provided are adequate, and in accordance with contact, job order requests and service orders. Manages and monitors the command's postal program as Postal Officer for an Army Post Office. Reviews postal regulations (USAREUR and U.S. Postal Service) to ensure command policies and procedures comply with regulations, while seeking initiatives, formulating plans, and implementing directives to reduce costs and maintain service to the variety of customers. Supervises daily and recurring logistical operations, involving financial effects, transportation support, and requisitions for postal equipment and supplies. Conducts audits, inspections and inventories as required by postal regulations and higher headquarters. Monitors mail usage throughout the command, analyzes results, and implements process improvements. Serves as the command point of contact for problem resolution regarding mail management and liaison with host nation mail service providers. Incumbent has pecuniary liability for the security and accountability of US Postal Service property and funds. Directs and trains current or newly assigned postal employees. Performs other duties as assigned.
