Hauptaufgaben
As Public Utilities Assistant for DPW, is in charge of activities associated with the usage, procurement and sale of utilities services for all government owned, leased and/or operated facilities under the jurisdiction of DPW and RCO (contracts, etc.). Acts as authorized representative of the Contracting Officer (KO) for contract inspection of approx.80 utilities supply contracts. Controls and initiates the timely purchase sale of exchange or utility services to include electricity, district heating, water, sewage treatment, chimney sweeping, street sweeping, snow & ice removal and refuse collection for DPW, RCO. Prepares purchase requests, commitments and contract documents for all utilities service contracts as well as for utilities maintenance and operation contracts. Cooperates with pertinent technical personnel in regards to technical details of service requirements to establish most economical contract terms. Maintains contracts with various utilities companies and studies, tariffs and schedules to determine utility rates, which are acceptable and favorable to the US Forces. Receives and reviews monthly invoices submitted by approximately 50 utilities companies or contractors covering the charges for the disposal, refuse collecting, cesspool cleaning, chimney sweeping, burner maintenance, TUEV inspections, boiler firing services, etc. for computational correctness, last meter reading, unit prices, basic fees, and compliance with contract terms and tariff agreements. Follows up on discrepancies by contract respective companies to initiate corrective action. Signs invoices and forwards to Finance and Accounting Office (F&AO) for payment. Develops and maintains computer program for monitoring utilities bills and energy consumption. Prepares periodic computer printouts and reports such as performance and workload report reflecting data for the operation of heating plants, utilities cost estimates including type of services, suppliers, AMS code, quantity and EURO amount; performance base data for school facilities covering heat, chimney sweeping and refuse collection information; repairs and utilities command analysis of utilities operations reflecting type, unit, quantity and performance of such operations. Attends and/or participates in negotiations to provide detailed information regarding specific local conditions and particularities to facilitate conclusion of contract. Renders information to contractors during execution of contractors, and solves minor discrepancies, and reports major discrepancies to supervisor for further action.

C-5:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 year of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.
E&T Level III and above: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled.
C-5a:

The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Applicants must be in possession of a German driver's license class B.
• Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 AND German Language Proficiency level C2 required.

• This is a permanent part-time (16hrs./week) position.
• Position may be filled at the C-05 or at the full performance level, C-5A. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
• Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
