Hauptaufgaben
Serves as Maintenance Support Technician for different Global Combat Support System Army (GCSSA) sites at the Maintenance Branch 6966th TTT Kaiserslautern. Incumbent is expected to exercise independent judgment and initiative in coordinating the work, establishing routine priorities, and sustaining an ongoing program to include dealing with a segment of a major area of supply management. Applies knowledge of regulations, directives and technical publications governing accountability of government owned property. Reviews documentation for automated supply transactions and accountable issues. Conducts research on Inventory Adjustment Reports (IAR's) using the GCSSA and the automated Client Server Prototype (ACSP) system. Reviews documentation for requests and return transactions for accuracy and conformance with established procedures and regulations after receipts are received. Initiates and maintains standard reports that are applicable to supply and Production Control transactions from the storage site, organization or agency.
Monitors and analyzes incoming data, to include inspection worksheets, parts requests, repair codes, parts used listings, and equipment status changes. Prepares all required operational reports. Conducts causative research of inventory discrepancies applying knowledge of regulations, directives and technical publications governing accountability of government owned property IAW AR 740-26, AR735 (policies and procedures for Property Accountability), and Inventory Adjustment Reports (IAR's). Coordinates operation, maintenance and administration of functions and processes that relate to the investigation, correction and reporting of discrepancies in stock accounting records. Reviews Inventory Adjustment Reports (IAR's), loss and gains at the SAMS1 sites and other documentation to determine scope and complexity of corrective action required. Investigates major discrepancies, which cause critical imbalance between accountable records maintained at GCSSA, major discrepancies identified as high dollar value and those causing a freeze condition on critical items. Reviews results of investigations to determine accuracy, completeness, and to ensure that all methods of research and fact gathering have been exhausted resulting in completed action that is responsive to operational needs. Receives work regarding special requirements, to include items that require particular attention, courses of action, priorities, and target dates for completion. Conducts extensive research in accountable records to confirm all actions pertinent to receipt or shipment.
Reviews and analyzes local policies and procedures with a view toward enhancing operational effectiveness for discrepancy reporting. Ensures that operational policies, procedures and guidelines are coordinated with overall program, plans and objectives. Reviews supply program operations to determine overall effectiveness and compliance with applicable laws, regulations, agreements and policies. Maintains a thorough knowledge of regulations and directives governing assigned subject areas to meet requirements and controls established by higher authority. Employee is responsible for the requisitioning pick up and distribution of repair parts under the recently implemented just in time concept. Reviews and edits requisitions for completeness, accuracy, and compliance with regulations; assures stock numbers, prices, sources of supply and other data are correct. Revises quantities ordered based on number of items on hand, and reviews records for possible substitutions of items; recommends local purchase when appropriate. Processes receipt transactions for material being received by contract, local purchase, and other means. Investigates receiving documents involving discrepancies, such as overages, shortages, substitutes, and non-specification items; examines contract files, authorizations, and charges, inspection reports, pricing guides, and other files to ascertain source of variance. Contacts inspection-, purchasing-, and other organizations to gather information on discrepancies. Prepares inventory adjustments when the cause of the discrepancy is determined. Collects data for the initiation of Report of Discrepancy. Maintains and prepares records, reports, and files relative to work being performed. Works with the automated system and perform all administrative work related to automated supply transactions. Conducts physical inventories of items reflected on inventory count sheets generated by GCSSA Controls in checking of items for conformity with shipping documents, recording of partial shipments, identification of items as to work order concerned, and annotating of parts status control cards established for follow-up oil availability of items required for production. Controls the warehousing and storage of items, the segregation and distribution to bills and pallets, or the consolidation in baskets for work orders. Directs issue of items to shop or production line concerned in case of such work orders being already "in process" in accordance with the differentiation of items, such as to accounts. Controls or initiates the acceptance, inspection identification and turn in of shop return. Identifies and compiles statistics, prepares reports on program effectiveness, trends analyses, projected workloads and discrepancies that effect the Availability Balance File (ABF). Initiates fabrication or manufacture of parts based on unfavorable supply advice. Consults Item Managers to waive certain condition code standards, prepares waiver requests in instances where the MEL is exceeded.
Applies broad knowledge of logistics management (supply, maintenance, distribution, transportation and facilities functions) in order to prepare reports of survey with supporting documentation and inventory adjustment reports, reconciling financial accountability. This includes but is not limited to, inaccurate posting, shipping/receiving documents; inventory discrepancies between ABF, GCSSA and item manager records loss and or theft accounting, materiel release denials and processing of rejected distribution documents. Researches due in and due out files to check that items are properly posted. In a joint effort with responsible supervisory personnel, provides training and guidance on automated data processing equipment (ADPE) and subject matter areas to other employees.
Reports and Records: Controls the maintenance of internal issue/expenditure and other media required for proper follow-up and reporting of receipts and issues, and for the preparation of the daily repair parts activity reports. Report reflects, differentiated as to work request, the number of parts received, issued binned, turned-in, and line items per work order. Control the maintaining of the locator file, the item control file, and the recording of item activity. Keeps working liaison and closely coordinates and cooperates with personnel of the different shops, the Production Control Office, the Supply, and Depot Property Division, all matters pertaining to warehousing activities, availability, receipt, issue, and return of items.
Performs other duties as assigned.

Beschäftigungsbedingungen
Es handelt sich um eine unbefristete Vollzeitstelle 38.5 St./Woche. This is a permanent Full-Time Position, 38.5 hrs./week.
Die Stelle kann in der Besoldungsgrupppe ZB-04 oder in der vollen Leistungsstufe ZB-05 besetzt werden. Der Stelleninhaber kann nach Abschluss der erforderlichen Ausbildung und auf Empfehlung des Vorgesetzten ohne Ausschreibung in die nächsthöhere oder volle Leistungsstufe befördert werden. /
Position may be filled at the ZB-04 or at the full performance level, ZB-05. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
