Hauptaufgaben Serves as COR (Contracting Officer Representative) or ACOR (Alternate Contracting Officer Representative). Performs applicable training and holds certification for it. Administers and coordinates all issues pertaining to a variety of service and repair contracts to ensure contractors involved meet their responsibilities for product quality, often requiring changes or deviations to be made during progress of assignment to incorporate additional factors or to adjust quantities, findings and conclusions. Considers and makes recommendations for use of acceptable substitute items. Ensures quality and timely work performance is provided by the Contractor(s). The incumbent initiates corrective action, such as withholding payment, renegotiating of certain clauses, partial or complete contract termination. Notifies the responsible Contracting Officer and contractor of violations and deficiencies noted. Serves as the Contracting Officer Representative and primary source of information to the Contracting Officer in determining and evaluating the contract costs incurred. Follows surveillance techniques and written procedures to use in inspecting the operations or functions under contract to determine efficiency and equitable review appropriate to the service. This includes methods (metrics) for determining acceptability/non acceptability of performance. Is required to verify the validity of all quality assurance related reports and data supplied by the contractor. Reviews and adjusts ongoing contracts and actively support the development of new service / repair contracts as necessary. Serves as alternate Chief of the Industrial Services and Maintenance Branch (ISMB) assigned to the Maintenance Activity Kaiserslautern (MAK) to include primarily maintenance repair and service work on stationary industrial equipment via organic or contracted personnel. This assignment involves independent planning and conducting a series of work ranging from planning to control functions, requiring a practical knowledge of civil engineering precedents, methods, practices, procedures and processes gained through considerable on-the-job experience. Additionally, engineering technician knowledge's are essential for monitoring the technical portions on contracts. Position supervises 1 Foreman (D1-3), 7 -10 journeyman positions and 1 Industrial Equipment Repair Inspector (C-5A). Administers and technically controls the accomplishment of current maintenance and repair work on stationary and portable industrial machinery and equipment such as conveyor, sandblasting and car wash systems, cranes, air compressors, hydraulic presses, test stands, lathes, drilling machines and other industrial, hand and machine tools. Formulates on basis of manufacturers technical data and operating instructions detailed inspection and maintenance procedures to fit local maintenance cycles and conditions. Reviews and analyses production, cost, personnel utilization and develops quality and quantity standards. Receives orders for maintenance / repair and / or procurement of a wide variety of equipment requiring familiarity in trades and craft practices specific to machinery, installed and mobile equipment, tools special mechanical and electronic devices and control and measurements equipment / instruments used in plants, shops, warehouses and administrative type facilities, as well as transmissions and utilization of electricity, heat, steam and related mechanical power to include pneumatic and hydraulic sytems with related controls.Personally inspects equipment and systems in case of major malfunction or breakdown, which cannot be eliminated in the fixed time frame for cyclic inspections. Determines and specifies kind and extent of necessary repair or replacement work, parts and components needed, man-hours required and prepares total cost estimates. Prepares detailed work orders for in-house work force respectively notifies contractor of work required. Monitors work accomplishment, makes final inspection of completed work, determines necessary corrective measures. Reviews and certifies contractor's bills for compliance with actual work done as well as material and man-hours charged. Drafts the technical portion of service contracts for subsequent procurement action. Translates technical instructions and specifications relating to the installation, operation, maintenance and repair of equipment and systems from English into German and vice versa using manufacturers' handbooks, technical manuals and alike. Contacts and is contacted by firms and local suppliers on matters concerning particular spare parts and maintenance work requirements. Keeps all pertinent equipment records, maintenance schedules and files current and prepares regular and special reports. Maintains time and attendance records for inspection team members. Furthermore, acts as alternate installation Coordinator on matters pertaining to facility control, maintenance services, space utilization and control annexed to TLSC-E/A, MAK, SAE and DPC with an approximate total number of 40 buildings in separate areas located at KAD, Daennerkaserne and ROB.
