AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Represents USAG Ansbach position at meetings. Coordinates USAREUR and IMCOM-E draft co-use agreements with USAG Ansbach staff. Works with German authorities, private industry, private sports clubs, police/customs agencies, for the provision and/or receipt of services and utilities. International agreements include Acquisition and Cross Servicing Implementing Arrangements, and a multitude of joint use agreements between USAG Ansbach and a variety of private industries, private organizations, and host nations. The incumbent handles a variety of subjects dealing with real estate property (FRG-owned and US-controlled); coordinates joint or sole utilization of base operations facilities, airfields, railroad tracks/rail sidings, major/local training areas, firing ranges, telecommunication sites, access roads to military installations, golf course recreational facilities, and other accommodations controlled by USAG Ansbach. Negotiates and executes Installation Support Agreements (ISAs)ISSAs. Incumbent coordinates with Garrison and tenant staff concerning cost determination of support to be rendered; reviews and analyses costs involved for support received and rendered; requests requirements and resources be included in the respective programs and budgets; and collects statistical data and develops statistical charts and graphs for use in the agreement program. Coordinates and prepares annual funding annexes for ISSAs. Maintains a complete inventory of current, expired and proposed agreements and supporting documentation. Conducts required periodic review of all agreements. Establishes milestone dates for review and staffing of all agreements IAW DoD USAREUR and HQ IMCOM policies. Responsible for projecting realistic timelines, ensuring milestones are met, agreements are accurate and complete, resources and required support is available. Serves as primary super user for the automated time attendance and production system (ATAAPS). Manages civilian and military certifier access to the Garrison data source. Ensures pay is charged to the appropriate funding and updates records for departed employees and certifiers. Assists timekeepers and certifiers with ATAAPS issues, directing questions to appropriate payroll and entitlement experts at USAREUR and HQ IMCOM. Ensures defense civilian payroll system (DCPS) reports are ran every pay period and communicated to Garrison timekeepers. Reconciles DCPS payroll tags to ensure personnel are properly aligned to the reported cost center/WBS. Reconciles payroll reports, initiates corrective actions when required to ensure civilian manpower authorizations are accurately reflected and documented. Performs other duties as assigned.
