Job Description In this role you will be responsible for developing, implementing, and leading the sourcing strategy for internal and external equipment as well as subcontracts/site works for the HVAC HVDC, FACTS Substations Turnkey Projects and associated Aftermarket Service scope in Central Europe region. This role is responsible for achieving competitive costs and implementing effective costing structure that mitigate risks while ensuring the project schedule is being met. Manage vendor list based on Global Sourcing strategy. Lead identifying and qualifying more suppliers and subcontractors for achieving competitive advantages and with aim of winning more tenders by foreseeing efficient execution of the projects based on SQDC (Safety, Quality, Delivery and Cost) priorities in a sustainable sourcing environment. Roles and Responsibilities - Ensure that accurate and complete hypotheses are taken into consideration in order to win profitable projects at tender phase. At execution phase, coordinate negotiations with commodity managers and local buyers and directly negotiate some commodities. Manage claims. - Work towards achieving or exceeding the yearly KPIs and objectives with periodic update to the line manager and dotted line reporting. - Good internal networking within Sourcing and other functions of the organization. - Take lead for preparation, review, and validation of Sourcing Commitment table for external purchases and submit the final cost to Tendering team in line with the winning strategy. - Collect RoE (Return of Experience) from OTR Sourcing, Procurement, Project execution, Quality and other function and implement more efficient sourcing strategy at ITO. - Coordination in ITO with the regional commodity Leader and Global Commodity Leader to deliver the best cost and cycle scenario taking into consideration SQDC outcomes. - Initiate, engage and contribute for organization's sustainability roadmap and objectives. - Ensure implementation of Global Sourcing policy (QMS/BMS) in the ITO activities, contribute to sustainable cost optimizations and ensure their solidity and scope maturity with his/her regional management and with Global Commodity Leaders. - Utilizes technical expertise and judgement to solve problems. Leverages technical skills and analytic thinking required to solve problems. May use multiple internal sources outside of own team to arrive at decisions. - Impacts projects, processes, and procedures in own field. The role operates with some autonomy but is focused on execution of activities/provision of advice within an enabling discipline covered by standard functional practices and procedures. Activities require professional judgment but may require more senior levels of guidance. - Maintain highest level of QEHS standards as per the company's guidelines whilst interacting and taking decision with internal and external stakeholders. - Represent ITO Sourcing during Tender stage for your respective area. Reinforce the interface between Sourcing and Tendering teams in the preparation of new business opportunities. Ensure cost and Leadtime accuracy, competitive sourcing scheme and relevant Risk and Opportunity analysis. - Involve in the cost breakdown structure for electromechanical and construction scope and support for should cost preparation. - Developing in-depth knowledge of business disciplines. Uses prior experience and acquired expertise to execute functional policy/strategy. - Ensures bid compliance with GE Grid Solutions sourcing policies and compliance of project and customer requirements. - Coordinate with commodity owners and Site Sourcing Leaders to ensure suppliers are quoted and selected that can meet quality, specifications, timelines and cost parameters of budget and are aligned with global sourcing strategies. - Manage master planning for sourcing in conjunction with the overall project planning/scheduling team. Ensure operational alignment across all functions within the project team. Work closely with engineering, operations, and commercial teams to understand timelines and requirements for supplier identification in tender stage and selection in execution stage. - Manages the planning of the sourcing budgets and workload allocation. Responsible for attending all Bid Commercial Reviews including DD0, DD1, DD2, and Execution Reviews. Manage and approve all Sourcing cost submittals including firming and risks. - Have operational leadership responsibility of Commodity Managers that support ITO projects including workload allocation of team members. - Identify, evaluate Offers and negotiate costs for material, equipment and site works to support of commercial bids for ACS, FACTS, HVDC, and Services projects. - Leads others to find creative solutions to address complex problems that may impact the organization. Has the ability to evaluate quality of information received and questions conflicting data for analysis.
