This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as Administrative Support Assistant for the 950 Transportation Company. Is delegated full authority to act for the Command within the requirements and policy of civilian personnel administration in reference to tariff, social law, payments, reports, Personnel Representation Law etc. Is delegated by the XO, Terminal Manager or Commander on special duties assigned to the Command. Is expected to demonstrate initiative and judgment, and to adhere to established policies, procedures and regulations in the performance of his delegation of authority. Acts as the Command's Internal Control Clerk as detailed below in accordance with AR 11-2. Advises the XO, Terminal Manager and Commander on local national's problems i.e. rights, duties, leave, sickness, disciplinary actions, awards, recognition, appointments and terminations, retirement, classification, etc. Recommends action to be taken by close coordination with servicing CPAC and under consideration of existing LN Servicing Agreement between SDDC HQ and USAREUR, tariffs, German laws, policies, historical backgrounds and Works Council regulation. Interprets such laws and policies to the military/ civilian supervisors. Ensures proper preparation of necessary reports, promotions, awards, communication services, library, TDY, publications forms, training, disciplinary actions, suspense roster, personnel roster, status of personnel). Ensures that adequate internal control systems are developed and operative so that Government resources are efficiency and effectively managed, in accordance with AR 11-2, internal control system, to prevent fraud, waste, abuse or mismanagement. Acts as the local nationals' reimbursement of TDY, overtime and POV mileage. Reviews and initials all requests for reimbursement prior submission for payment. Periodically reviews all timesheets for correctness of overtime and hours claimed to be paid. Monitors the incentive awards and suggestion program on behalf of the Command. Coordinates all disputes, requirements, research follow ups, discrepancies etc, between the Command's local national civilian workforce and the Controlling Service Directorate, Foreign Forces Payroll Office for all registered and paid local national civilians falling under payroll K5-173/JDE01 and acts as an alternate POC for JDE02 occasionally. Verifies all personnel Actions initiated within the Command in line with authorized Command personnel strength prior to signature by the Commander. Operates the command manpower surveys and annual general inspections. Prepares monthly review and analysis charts on overtime, TDY cost, LN sick hours, LN awards and up-today job descriptions. Prepares TDY documents for mission related TDY's for the 950th Transporation Company (SDDC) within the AOR as well as preparation for TDY documents for new employees and existing employees CAC Cards and/ renewal of CAC Cards for the company. Responsible for travel advance payments for local nationals and travel reimbursement coordinated through the Controlling Service Directorate, Foreign Forces Payroll Office. Reviews all travel reimbursement for accuracy, verifies all invoices and amounts and corrects travel reimbursement accordingly to regulations if necessary. Performs other duties as assigned.
