Description Summary: Yorktown Systems Group, Inc. (YSG) is seeking a qualified Human Resources Management Specialist to support the Joint Force Training Centre (JFTC) located in Bydgoszcz, Poland to conduct pre-deployment training activities for current theatres of operations and other exercises and training events (TEs) as assigned by NATO’s Allied Command Transformation (ACT). The incumbent will be responsible for providing principal assistance for the proper conduct of the employment life-cycle management activities for all categories of civilian personnel employed, both within and beyond PE ceiling to include workforce (Project Linked NATO Civilians) employed to support the JFTC’s NATO 2030 in all supported organizations under HR management responsibility of JFTC HRM Branch. Specific duties may include, but are not limited to: Manage the preparation, conduct and administration of the complete recruitment process of all civilian personnel categories to include NATO 2030 Project Linked NICs employed in all supported organizations (starting from the identification of a vacancy, developing and/or revising civilian job descriptions drafts vacancy packages, provides support to recruitment and selection panels, prepares standard letters and communicates with job candidates and assists during their selection and in-processing, advertises vacancies, arrange meetings and participates as member in Recruitment and Selection/Employment Boards, etc.). Assist the HRM Branch regarding the collection of the NATO 2030 Workforce requirements. Provide any kind of administrative support for products that are coming from the NATO 2030 initiative. Compile and maintain personnel files and operate the Human Resources Data System (HRDS) – currently APMS (Automated Personnel Management System), HRDS Absence Management System and NATO Performance Management System (NPMS). This involves making inputs, running reports, and validating data changes. Manage the employment all civilian personnel categories and NATO 2030 Project Linked NICs employed in all supported organizations during employment, including assistance to payroll, pay and budget administration. Coordinate issues related to the due date national security clearances and prepare requests for civilians to external authorities. Coordinate and manage initial and annual medical examinations for all civilian personnel categories employed in all supported organizations and conducts appropriate follow-up of sick leave cases with the JFTC medical consultant and HN SU Medical Section. Administer leave, attendance, overtime records and compensatory time off for all civilian personnel categories employed in all supported organizations. Coordinate probationary period reports and employment contracts renewals due dates in accordance with applicable policies. Maintain the HRM Branch suspense system to ensure timely personnel administration. Assist in personnel administration including the in/out processing of all personnel. Coordinate, manage and evaluate the deployment preparation procedures for NICs (i.e., pre-deployment preparation and training, provision of protective equipment and clothing, medical and physical fitness, actual deployment, family support, insurance, support in theatre, etc.). Coordinate with HN SU and Occupational Health and Safety regarding management and administration of LWR Employees. Assist in coordination and conduct of ad-hoc workforce (WF) reviews and surveys to ensure organizational effectiveness and efficiency. Participate in working groups and meetings on payroll/allowances, pension, and personnel management system matters. Perform related employment lifecycle management activities. Requirements Required Qualifications: A Bachelor’s degree or equivalent in Human Resources, Public Administration, Business Administration, Social Sciences, Law or related field. Minimum 2 years of professional experience in personnel management and personnel administration in a Human Resources department. Minimum 2 years of hands-on experience with effective utilization of an automated Personnel Management system. Recent professional experience in application of Host Nation Poland Labor Law and Social Security Legislation. Minimum 1 year of professional experience in an administrative role in a recruitment support role. Native English language speaker or individual presenting very good command of spoken and written English, with a proven ability to communicate effectively orally and in writing at the level of (SLP) NATO STANAG 6001 - 3333 (Listening, Speaking, Reading and Writing). Clearance: Must possess an active NATO or U.S. SECRET security clearance.
