AND EXTERNAL Local National Applicants, who reside in Germany Hauptaufgaben Reviews and interprets directives and regulations relating to administrative procedures and policies. Participates in the development of policy in administrative areas by researching prior publications, regulations, and recommending new policies and/or changes. Receives and reviews regulations, directives and memoranda on administrative functions. Interprets such material and determines the extent to which the organization is affected and advises operating officials. Drafts policy statements on administrative functions, which are subject to review and approval of supervisor. Reviews and/or drafts revisions of regulations and/or policy on administrative matters. Disseminates information to CATC personnel concerning policies, plans, procedures, methods, and actions of an administrative nature. Assists in resolving administrative problems by researching office files, historical data, etc. Provides administrative advice on the adequacy and feasibility of proposals and recommendations. Maintains control of incoming and outgoing correspondences. Reviews and approves all levels of outgoing correspondence from all personnel within the Combined Arms Training Center (CATC) for procedural, grammatical, spelling, and contextual accuracy. Composes and prepares a variety of correspondence materials in final form from rough drafts, notes or oral instructions, using correct format, spelling and grammar. Maintains suspense file and ensures timely completions; maintains Chief's and Deputy's calendar. Exercises judgment to schedule meetings, conferences and appointments. Gathers information to prepare CATC Chief and Deputy for meetings and conferences. Responds personally, to non-technical, but substantive, requests for information involving CATC programs and functions, project assignments, internal procedures and relationships, and current work status. Maintains a suspense system for all taskers. Provides follow-up reminders to assure timely compliance. Coordinates approval requirements for all visitors. Maintains calendar that supports recurring meetings and conferences, VTCs, IPRs, etc. as well as unscheduled activities. Receives, screens and answers telephonic and personal visitors/guests and directs them to appropriate personnel. Has contact will all elements of the CATC and Joint Multinational Training Command (JMTC) Command Group. Responds to inquiries involving administrative matters, and refers all matters of a professional or technical nature to the CATC Deputy or Chief. In the absence of the Deputy or Chief, maintains a record or important matters/events. Maintains files of commonly used written guidance and blank forms (either hard copy or electronic). Coordinates actions and follows up with the JMTC G3 Administrative Office and the CPAC to ensure requested actions are successfully completed. Work requires an in-depth understanding of the mission and how the functional areas interrelate along with a broad understanding and procedural knowledge of personnel and information processing. Uses detailed knowledge of various information systems hardware and applications software, such word processing and graphics, in order to advise CATC personnel in their usage. Performs personnel administration work including time keeping for US and LN civilians. Accomplishes input to the automated Time and Leave System for civilian personnel assigned to CATC. Analyzes daily Time and Leave System variances/rejects. Notes discrepancies and coordinates with supervisors/action officers for correction. Manages sick and annual leave program, LN TDY, related leave and personnel data processing, project tracking and files management. Serves as the CATC liaison in matters concerned with civilian personnel management. Maintains continuous contact with the JMTC G3 Administrative Office and the servicing Civilian Personnel Advisory Center (CPAC) to determine information needed to update records and files. Notes personnel/position information in DCPDS and initiates Requests for Personnel Action (SF52/AE Form 690-60A) or other means to make corrections. Initiates all request for personnel actions for civilian employees in CATC. Establishes and maintains automated databases for tracking military and civilian personnel and actions for the CATC. Initiates and processes requests for personnel actions. Provides guidance/assistance to CATC managers in the preparation, processing, and reviewing of nominations for incentive awards. Advises and monitors preparation of performance standards and evaluations for both military and civilian. Tracks available training courses and initiates employee requests for training. Works with subject-matter-experts within the CATC to obtain accurate information needed used in preparing various briefing/training materials and other visual. Serves as the Organizational Defense Travel Administrator (ODTA) for CATC personnel. Updates organization and routing lists, groups and personnel information. Also serves as a Reviewing Official for CATC personnel TDY travel in the Defense Travel System (DTS). Applies knowledge of travel pay entitlements and allowances, and regulatory requirements; Provides policy and procedural guidance and technical advice to system users at CATC. Incumbent must be knowledgeable of the Joint Travel Regulations (JTR), the Joint Federal Travel Regulation (JFTR), and Appendix O of JFTR, in order to answer travel-related inquiries associated with current per diem and lodging rates, meals and incidental expenses. Maintains necessary suspense logs documenting inquiries and requests for assistance. Inputs, updates, and maintains the DTS Database to include establishing permission levels and issuing passwords.
