Hauptaufgaben
Employee plans, develops and manages environmental programs with ability to adapt to future adjustments in organization mission and expansion of programs and requirements. Employee independently and proactively plans, develops and manages a variety of complex environmental programs and potentially politically sensitive special projects for improvement of environmental quality, protection and enhancement. In achieving environmental program objectives, employee complies with applicable German Final Governing Standards (GFGS), Army Regulations and host nation laws, standards and policy. Employees manages assigned Garrison environmental programs such as drinking water, noise, hazardous materials/waste, toxic materials in compliance with Army policy, GFGS, Army Regulation 200-1, Army in Europe Regulation 200-1, Management Plans and applicable Host Nation laws/standards. Employee is responsible for the planning, programming and coordination of financial execution of approved environmental requirements; conducts frequent inspections at Garrison Directorates, Units and Tenant Organizations storing and/or using/handling hazardous materials to maintain compliance with German Final Governing Standards (GFGS), Army Regulations and applicable Host Nation laws/standards. Conducts studies, surveys, analyzes conditions, and coordinates with federal, state and/or local host nation authorities to establish local policy, develops plans and standard operating procedures to properly manage assigned environmental programs. Employee develops and maintains effective liaison with military/tenant units, community staff, local agencies and Host Nation authorities. Employee remains current on, establishes information exchange with industries and businesses having ecological programs to exchange information/learn latest technological developments in environmental engineering, technical experience and cost factors. Employee represents the Garrison at conferences and coordination meetings with higher headquarters and host nation agencies to establish and present the US Army's technical and policy position. Employee prepares and conducts environmental compliance training and briefings to create and foster environmental awareness and pollution prevention among the military and civilian population. Employee designs and implements studies and projects in response to a diverse range of complex environmental challenges involving hazardous waste management, spill clean-up, spill prevention and recovery remediation of contaminated soil areas, groundwater contamination, environmental impact on contaminant migration, and hazardous materials storage, handling and disposal. Provides professional advice and assistance to, troop units, tenants and DPW personnel on methods to comply with environmental protection plans and programs. Responsible for conducting environmental audits/assessments of Garrison sites to determine compliance, identify pollution prevention/reduction opportunities and recommend corrective actions to reduce environmental risk/impact of operational activities and potential liabilities. Employee serves as a Point of Contact or Contracting Officer's Representative (COR) for contracts such as laboratory analyses, compliance support, asbestos/mineral fibers, lead based paint and radon abatement/removal, and waste minimization contracts. As required modifies and administers contracts and verifies performance and processes invoices while serving as COR.
Employee executes assigned programs in compliance with GFGS, Army Regulations, Garrison management plans and applicable Host Nation laws/standards. Employee investigates, studies, surveys and analyzes existing conditions and alleged pollution to determine extent/trend and quality of the environment and cause of deficiencies. Employee identifies and develops preliminary design of environmental compliance projects, applying technical standards and criteria as well as comprehensive knowledge relative to chemical, biological and environmental health principles and provisions, and monitors utility systems and facilities, waste collection and disposal, entomology, power generating facilities, and other activities affecting the environment. Employee renders advice, assistance and directives pertinent to the solution of problems or remedy of existing deficiencies interfering with established policies, Army regulations and applicable Host Nation standards and laws. Employee conducts environmental reviews of work orders, service orders, engineering plans/specifications, project scope of works and proposed actions potentially having environmental impacts prior to execution. Employee ensures that environmental protection measures are incorporated into all projects and that the projects are in compliance with GFGS, Army environmental regulations, and applicable host nation laws/standards. The type of projects includes, but not limited to construction/renovation projects, soil and groundwater surveys and studies, abatement/removal of asbestos/ mineral fibers, lead-based paint and other heavy metals, radon surveys and radon abatement projects, storage tanks repairs, hardstands, wash racks, wastewater facilities, infrastructure and other environmentally related projects within the USAG Rheinland-Pfalz footprint. Employee, as a technical expert for the Directorate, advises and acts as consultant for the DPW Engineering, Operation and Maintenance, Housing and Master Planning Divisions to identify regulatory and technical environmental compliance requirements for incorporation into new construction or renovation/rehabilitation projects. Employee provides Community Master planner and land scape manager/agronomist with input to establish land management plans; documents and defines changes in the natural environment; conducts/manage bird species monitoring at the USAG Rheinland-Pfalz; accumulates supporting data and information and formulates environmental assessment and impact statements. Employee prepares required reports such as environmental pollution prevention, control and abatement reports, environmental compliance project reports and input for project and budget reports, incorporating all compiled data and information relative to program accomplishment and a narrative explanation. Incumbent serves as Environmental Military Community Drinking Water Manager and implements all Environmental related portions of the drinking water program. This includes but is not limited to lead and legionella testing in drinking water as well as all other testing requirements. Coordinates all aspects of the drinking water program with Operation & Maintenance Division and DPW Housing Division, works with Public Health Command and other stakeholders involved in the drinking water program.

E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.
• Applicants must be in possession of a German driver's license class B.
• Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency AND German Language Proficiency level C1 required.
