Hauptaufgaben Serves as Chief, Program and Budget Division, with responsibility for programming, budgeting, controlling, and administering the use of appropriated funds, to include authorizing the use of such funds by the program directors for the accomplishment of approved programs. Incumbent of this position serves as the principal advisor to the Director of Resource Management (DRM) on all budgetary matters. As the Budget Officer, serves as the commander's point of contact with IMCOM on all budgeting and funding matters. Budget Administration. Administers the garrison's overall budgetary management system. Emphasizes and explains budget limitations, program requirements, and directives. Defines areas of responsibility for the staff. Directs attention to actual or potential funding problems and recommends policy for solving them. Maintains frequent contact with members of the general, administrative, special, and technical staffs. Chairs the working Program Budget Advisory Committee (PBAC) and serves as principal technical advisor to the Senior-PBAC. Provides budgetary and technical leadership for the development of cost estimates associated with long-range multi-year studies. These studies include items of equipment in the installation inventory. Analyzes program and budget guidance and instructions from higher headquarters to determine impact on garrison operations. Provides guidance, direction, and control to all organizational elements and subordinate echelons on all phases of budget formulation. Develops local schedules to meet time phased requirements and furnishes formats for preparation of estimates. Analyzes data for reasonableness with prescribed laws, policies, and regulations. Prepares Commanders narrative statement for all budget submissions to higher headquarters. Supervises a group of employees engaged in garrison budget development and execution functions. In addition to planning regular work assignments, prepares plans to meet substantial changes in workload; justifies revisions in staffing levels, work priorities and deadlines. Develops and reports to higher management estimates of budget requirements. Assigns work to employees based on selective considerations of such factors as the difficulty and requirements of assignments; availability, capability, and special qualifications of employees; and workload. Develops and issues written instructions and standard operating procedures, and ensures compliance. Reviews work, and accepts or rejects or products. Keeps employees informed on management goals and objectives, as well as of changes in regulations, policies, and procedures governing the work. Prepares formal requests for personnel action to fill vacancies; detail, reassign, or promote employees. Makes selections of employees from lists of eligibles. Approves and disapproves leave. Receives and resolves first level grievances and complaints. Develops performance plans, and appraises performance. Counsels employees regarding their progress in meeting performance requirements, or actions needed to meet standards. Initiates minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies employee training needs, locates sources, and initiates training requests. Performs other duties as assigned. Training: Incumbent of the position must complete mandatory training as directed.
